I /1j _ <br /> Y� <br /> -2- <br /> Rick Griffin <br /> COMML]NITY DEVELOPMENT DEPARTMENT <br /> PA-0600067 (MS) <br /> A 60-foot wide private access and utility easement across Parcels#1 through#11 shall be created by <br /> separate instrument for the benefit of Parcels#1 through Parcel#11 prior to conveyance of any of the <br /> Parcels to another party. Said easement is not created by the Certificate of Compliance. <br /> 4. Prior to recording the Certificate of Compliance, the developer shall obtain an encroachment permit from <br /> Caltrans and construct required driveway access improvements at intersection of private roadway and State <br /> Highway Route 26 as required by Caltrans. <br /> 5. Prior to recording the Certificate of Com liance the private roadways shown on the Tentative Map extendin <br /> from the intersection with State Highway Route 26 to the southwest corner of Parcel#3 shall be constructed in <br /> conformance with the standards for a 50 foot right-of-way rural residential road. The remaining private <br /> roadways and turnarounds as shown on the Tentative Map shall be constructed in conformance with Coun!y fire <br /> road standards. <br /> a) The road improvements can be deferred uipon execution of a recorded a reement with the County of <br /> San Joaquin which provides for completion of all of the road improvements prior to issuance of any„non- <br /> agricultural building permit for any of the parcels.. A fee will be required. (Development Title Section 9- <br /> 1100.3 <br /> 6. Prior to recording the Certificate of Compliance,the developer shall prepare and record a mechanism that <br /> notices future owners and provides for funding and maintenance of the private roads. <br /> 7. Drainage from the improved portion of each parcel,-including the.portion of the private access roadway <br /> drainage, shall be retained on-site by a retention basin. A soils report to evaluate whether adequate percolation <br /> is available shall be submitted and approved for each parcel prior to development of any of the parcels and/or <br /> roadways. Hydrologic and hydraulic analyses shall be provided and demonstrate that all property, both <br /> downstream and upstream of the discharge, will not be subject io a higher flood level as a result of the proposed <br /> drainage. (Development Title Section 9-1135.2) <br /> 8. All improvements shall be in conformance with the current Improvement Standards and Specifications of the <br /> County of San Joaquin. All improvement plans and specifications shall include grading plat)for each <br /> individual lot, if applicable. A grading plan shall be submitted as a part of the improvement plans and <br /> approved prior to approval of the Certificate of Compliance. The grading plan shall contain the information <br /> listed in the California Building Code(CBC), Appendix, Chapter 33, Section 3309, complete drainage details <br /> and elevations of adjacent parcels. Retaining wall details shall be submitted where applicable. Grading in <br /> excess of 5,000 cubic yards shall comply with Sections 3309.3 and 3309.4 for "Engineered Gradin <br /> Requirements." (Grading that disturbs more than one acre will require a National Pollutant Discharge <br /> Elimination System permit.)A Preliminary Soils Report is required in accordance with the County Standards <br /> for the purpose of determining the R-Value for the design of the roads. The improvement plans and <br /> specifications are subject to plan check,field inspection fees and must be approved by the Department of Public <br /> Works prior to construction of improvements.
