County Community Development Department
Development Services Division
1810 East Hazelton Avenue
Stockton, CA 95205
Re: Mundell Land & Livestock Co., Inc.: PA—0600067 (MS)
Dear Community Planning Office:
Thank you for your notice regarding the proposed major subdivision. The following are comments
regarding the proposed project as it relates to the Linden Unified School District.
Linden.Unified School District continues-to comment on all subdivision applications.within the district
boundaries unless and until full mitigation can be achieved to maintain the quality of life in the greater
Linden area.
As you know, as more developments are approved, the District is faced with the challenge of
providing adequate school housing for students generated from the new development. The District
has experienced a student generation rate for single family homes from development over the last
three years of more than 1.06 per home. Under this scenario, the District estimates that the
proposed subdivision will generate approximately eleven (11) new students to the District.
The Linden Unified schools that would be impacted by eleven (11) students from this development
would be Linden and Waterloo schools, serving grades kindergarten through eight; and Linden High
School, serving grades nine through twelve. Linden Elementary, Waterloo and Linden High School
are currently experiencing overcrowding at several grade levels, and have recently added portable
classrooms to accommodate the existing student population. Additional growth of any kind will
severely impact the District's ability to house students.
The District will be raising its' residential developer fee from $3.11 to $3.38 in March of this year.
Based on the average house size being built in this development of 3,200 square fee, the district
would collect approximately $10,816.00 in permit application fees. The district would like to add an
additional, fee of approximately$13,000.00 at the close of escrow for a total of:$23,000.00 to achieve
the districts'. collection. of full mitigation and improvements to the district infrastructure. ',The district.is
open to negotiate the terms of the fee collection agreement. Other developers, such as Beckley
Vineyards (PA 00600148) have recently agreed to such terms.
