'T
01 May 2007
AGE-NC Project No. 07-1516
AGE has no knowledge of any additional previous environmental investigations focused on the
subject property site.
4.0. REGULATORY AGENCY RECORD SEARCH
AGE contacted EDR to conduct a computer search of federal, state and regional regulatory agency
databases for sites having recognized environmental conditions or that had permits to manufacture,
store, utilize, treat or dispose hazardous materials. EDR's report complies with the requirement for
researching federal, state, tribal and local government records as defined by ASTM E1527-05 and
US-EPA AAI. EDR provided AGE with a report of sites within specified search distances of the
subject property that were listed on various environmental databases.
AGE contacted appropriate regulatory agencies to review records regarding the subject property and
surrounding sites identified as having recognized environmental conditions that have the potential
to impact the subject property based on ground water flow direction, distance from the subject
property and nature of the releases causing the environmental condition.
The San Joaquin County Environmental Health Department (SJCEHD) and the Central Valley
Regional Water Quality Control Board (CVRWQCB)maintain records of industrial violations for
this area and are the lead agencies for the enforcement of the State Underground Storage Tank and
Hazardous Waste Laws for San Joaquin County.
The San Joaquin County Public Health Services - Office of Emergency Services (OES) maintains
an online computer database of incident records from 1991 to the present; records created prior to
1991 were filed by incident date, and not by site address and are not easily accessible and
ascertainable. Therefore, OES records predating 1991 were not reviewed.
The Department of Toxic Substances Control (DTSC) maintains an online computer database,
ENVIROSTOR, providing lists of potentially contaminated sites and online reports, as available.
The Environmental Protection Agency (EPA) provides an online computer database,
ENVIROFACTS, providing lists of sites listed on multiple EPA databases.
4.1. COMPUTER DATABASE RECORD SEARCH
A computer search of federal, state and regional regulatory agency data bases was performed by EDR
to identify and locate properties in areas of concern that have been reported as sites known or
suspected to contain underground storage tanks, or to have been the scene of hazardous materials
Advanced GeoEnvironmental,Inc.
