As such, the Department must ensure the safety of the traveling
public and the efficient operation of State facilities through cooperation with other
public agencies and private parties.
Any access (driveway) point onto the State Highway System (SHS) is within the authority of
Caltrans to require improvements deemed necessary to ensure the safety of travelers and to
protect, maintain, and enhance the quality of the SHS.
The SR-33/Durham Ferry intersection has been converted to a four-way stop that
placed the intersection southbound limit line 50 ft from the Durham Ferry Road edge of
pavement. The new limit line placement is now approximately at the location of the
proposed/current driveway. Driveways located within the functional boundary of an
intersection have the potential to create conflict points between turning vehicles
resulting in increased travel delay, reduced intersection capacity and an increased
accident rate. Therefore, the proposed driveway along SR-33 will need to be relocated
to the north end of the property furthest away from the SR-33/Durham Ferry
intersection functional area. Please submit the new location for the proposed/existing
driveway for further review and comment by the Department.
Any driveway with access to a State Route for purposes other than agriculture, must be
paved.
An Encroachment Permit will be required for work (if any) done within the Department's
right of way. This work is subject to the California Environmental Quality Act.
Therefore, environmental studies may be required as part of the encroachment permits
application. A qualified professional must conduct any such studies undertaken to
satisfy the Department's environmental review responsibilities. Ground disturbing
activities to the site prior to completion and/or approval of required environmental
documents may affect the Department's ability to issue a permit for the project.
Furthermore, if engineering plans or drawings will be part of your permit application,
o f 4 08/07/2014 2:15 PM
