The previously approved Use Permit is for the conversion of two agricultural <br /> buildings that total 10,880 square feet into an off-site wine cellar and wine tasting room and a banquet <br /> facility for up to 24 marketing events per year for a maximum of 150 people per event as shown in the <br /> Marketing Plan and on the Site Plan dated September26,2008 (Use Type: Wineries and Wine Cellars <br /> —Off-Site Wine Cellar). The project site is located on the southwest comer of Bender Road and Taddei <br /> Road, northwest of Lodi(Supervisorial District 4). <br /> Rick Griffin, Senior Planner, introduced the staff report into the record. <br /> PUBLIC HEARING OPENED: <br /> PROPONENTS: <br /> Mike Hakeem, representing the applicant, said they started with 150 people but then wanted 370 people, so <br /> they had a traffic study done. They have complied with the ordinance. <br /> This is not a bed and breakfast project. They do not serve lunch. They do not have a boutique. They have <br /> not violated the Williamson Act contract. They comply with the ordinance. There are 16 acres of orchards <br /> and one acre of crops. <br /> OPPONENTS: <br /> Matthew Perman said the site is zoned for agriculture. He has concems about 370 people coming into that <br /> cul-de-sac. No 40-foot truck will make the tum on Bender Road. He has concerns about dust, people <br /> working at night,traffic congestion, and odors from farming operations. <br /> Jack Hamm viceresident of the Farm Bureau said p , s d this use is not compatible with the agriculture zone. <br /> The County roads cannot handle that kind of traffic. <br /> Katie Patterson, representing the Farm Bureau, said this project is not agri-tourism. <br /> REBUTTAL: <br /> Mike Hakeem said they are allowed to have weddings. They are not serving lunches. They do not have a <br /> restaurant. No agricultural ground will be used for parking. The buildings are already existing. <br /> PUBLIC HEARING CLOSED: <br /> Commissioner Villapudua said he has no problem with the project. <br /> Commissoiner Morri said he can make the findings. <br /> Commissioner Johnson said he does not think this project will have a negative impact on farming in the <br /> area. He is in favor of the project. <br /> Commissioner Nickerson said the wine industry in Lodi needs all the help it can get.
