because there will be a maximum attendance of 150 people at the marketing events. The <br /> additional marketing event parking spaces must also be shown on the Improvement Plan. <br /> Site Approval application No. PA-0500306 required seventeen (17) parking spaces for the <br /> existing winery. As a Condition of Approval, the applicant shall provide a total of thirty-two (32) <br /> parking spaces and fifty (50) additional marketing event overflow parking spaces at full buildout, <br /> including two (2) accessible spaces, one (1)which shall be van accessible. <br /> The guidelines for parking stall dimensions for automobiles are a minimum of nine (9) feet wide <br /> by twenty (20) feet long (Development Title Section 9-1015.5). The handicapped accessible <br /> parking space must be twenty (20) feet long by seventeen (17) feet wide (nine (9) feet wide <br /> parking area and an eight (8) foot wide loading and unloading area) (Development Title Section <br /> 9-1015.5). The dimensions for automobile stalls and surfacing material must be shown on the <br /> Improvement Plan. <br /> Noise <br /> There are scattered residences along the perimeter of the subject parcels. The nearest <br /> residence is located 115 feet south of the project site. Pursuant to Development Title Section 9- <br /> 1025.9(a)(1), a residential use is a noise sensitive land use. The applicant has indicated there <br /> will be amplified sound both indoors and outdoors at the marketing events. Amplified sound is <br /> permitted at both indoor and outdoor special events and both indoor and outdoor marketing <br /> events pursuant to Development Title Section 9-1075.8 (i). However, the project is subject to <br /> Development Title's stationary noise standards (50 dB Hourly Equivalent Sound Level daytime, <br /> 45 dB Hourly Equivalent Sound Level nighttime, 70 dB maximum sound daytime, 65 dB <br /> maximum sound nighttime). If outdoor sound is proposed that is amplified, a noise study is <br /> required to determine possible mitigation measures for any amplified noise source impacts from <br /> the project site to surrounding residential uses. The environmental review will be completed <br /> after the noise study is approved by the Community Development Department. Mitigation <br /> measures identified in the noise study will be included in the conditions of approval. <br /> Initial Study <br /> The Initial Study will be posted once the noise study is completed and the Department of Public <br /> Works determines if a traffic study is required.
