July 5,2006 <br /> NOA Project Number: E06065A <br /> 5.0 CONCLUSIONS AND RECOMMENDATIONS <br /> The concrete,debris,and stained soil located on the subject property should be disposed appropriately. <br /> If EHD is concerned with the stained soil, a sample should be collected in the vicinity of the stained <br /> L soil once removed and analyzed for petroleum based hydrocarbons. <br /> Because no staining was observed in the vicinity of the transformer,the transformer is not considered <br /> ►- an environmental threat to the subject property at this time. Should the property owners or the EHD <br /> be concerned about PCB contamination from the transformer, PG&E should be contacted to test, <br /> retrofit,or replace the transformer. <br /> ►. <br /> Any wells or septic systems identified which will not remain in use should be abandoned under EHD <br /> oversight. Any additional infrastructure or buried debris that may be encountered during site grading <br /> 6. or development should be removed and disposed of in accordance with all applicable regulations. <br /> As the site is developed,any stained soil or sources of contamination identified,such as those described <br /> in Section 3.3, should be characterized and properly disposed in accordance with federal, state, and <br /> local regulations. <br /> 6w <br /> 6.0 LIMITATIONS <br /> ►_ This report was compiled as a Surface and Subsurface Contamination Report for the subject property. <br /> This report contains information and data provided to NOA by several sources. NOA in no way <br /> warrants the accuracy or completeness of the information provided to this investigation by those <br /> Ir sources. <br /> It should be noted that when an environmental assessment is completed without sample collection and <br /> �. quantitative analysis of soil and groundwater beneath the site,as in this study,no statement of scientific <br /> certainty can be made regarding latent subsurface conditions which may be the result of on-site or off- <br /> site sources. The findings and conclusions of this report are not scientific certainties, but rather, <br /> L probabilities based on professional judgement concerning the significance of the data gathered during <br /> the course of this investigation. NOA is not able to represent that the site or adjoining land contains <br /> no hazardous waste,oil,underground storage tanks,or other latent condition beyond that detected or <br /> 60 observed by NOA during the Surface and Subsurface assessment. The possibility always exists for <br /> contaminants to migrate through surface water,air, or groundwater. <br /> Our office has not been provided with specific criteria for the development of this report other than <br /> a request to evaluate the property in question for possible problems related to tonic or hazardous agents, <br /> nor have we been directed to address any specific questions concerning the site.
