July 5,2006 NOA Project Number: E06065A 5.0 CONCLUSIONS AND RECOMMENDATIONS The concrete,debris,and stained soil located on the subject property should be disposed appropriately. If EHD is concerned with the stained soil, a sample should be collected in the vicinity of the stained L soil once removed and analyzed for petroleum based hydrocarbons. Because no staining was observed in the vicinity of the transformer,the transformer is not considered ►- an environmental threat to the subject property at this time. Should the property owners or the EHD be concerned about PCB contamination from the transformer, PG&E should be contacted to test, retrofit,or replace the transformer. ►. Any wells or septic systems identified which will not remain in use should be abandoned under EHD oversight. Any additional infrastructure or buried debris that may be encountered during site grading 6. or development should be removed and disposed of in accordance with all applicable regulations. As the site is developed,any stained soil or sources of contamination identified,such as those described in Section 3.3, should be characterized and properly disposed in accordance with federal, state, and local regulations. 6w 6.0 LIMITATIONS ►_ This report was compiled as a Surface and Subsurface Contamination Report for the subject property. This report contains information and data provided to NOA by several sources. NOA in no way warrants the accuracy or completeness of the information provided to this investigation by those Ir sources. It should be noted that when an environmental assessment is completed without sample collection and �. quantitative analysis of soil and groundwater beneath the site,as in this study,no statement of scientific certainty can be made regarding latent subsurface conditions which may be the result of on-site or off- site sources. The findings and conclusions of this report are not scientific certainties, but rather, L probabilities based on professional judgement concerning the significance of the data gathered during the course of this investigation. NOA is not able to represent that the site or adjoining land contains no hazardous waste,oil,underground storage tanks,or other latent condition beyond that detected or 60 observed by NOA during the Surface and Subsurface assessment. The possibility always exists for contaminants to migrate through surface water,air, or groundwater. Our office has not been provided with specific criteria for the development of this report other than a request to evaluate the property in question for possible problems related to tonic or hazardous agents, nor have we been directed to address any specific questions concerning the site.
