SA-01-52 Appeal moo <br /> Page 2 of 2 <br /> ISSUE 3: <br /> On August 3, 2001, Raymond Borges, Lead Senior R.E.H.S., R.D.I. of EHD who supervised the <br /> Small Public Water Program for over 6 years with the State Department of Health over-site, tried <br /> to explain bacteriological (coliform) monitoring to Mr. Hakeem and Mr. Coldani. The failed <br /> coliform tests area not surprising considering that many factors can lead to a positive result. The <br /> testing of an Agriculture Well is not supported by the EHD for bacteriological purposes or <br /> domestic use. Well construction, oil lubrication, sample tap construction, sampling by trained <br /> personnel, and the age of the well are some things to consider in accepting the failed coliform. <br /> Any one or all the factors can contribute to a failed coliform test when you are looking for a <br /> microscopic organism that is ubiquitous in nature. <br /> In addition, on August 3, 2001, the EHD contacted Louis Pratt, of the RWQCB regarding <br /> monitoring the groundwater. The EHD condition F was placed on this project with Mr. Pratt's <br /> support providing him time to implement pending employment of new staff to assist him in the <br /> approval and monitoring requirements to be set by the Regional Board. <br /> For many years, the EHD has taken the lead to promote sound management practices and good <br /> stewardship from dairymen in San Joaquin County through education and enforcement. <br />
