Mr. Fisher presented the project. Mr. Fisher indicated that the Community Development Department would be recommending the project for approval to the Planning Commission for the Zone Reclassification. Mr. Fisher reviewed the screening issue with the applicants. Mr. Fisher informed the applicants that a wall or fence will most likley be required. The applicants indicated that they do not have a problem with the screening issue. Staff and the applicants discussed options for Lot "A". Mr. Karam suggested that the applicants contact Mr. Lund, County Surveyor to discuss further options. Mr. Karam informed the applicant that this issue will need to be resolved before the Planning Commission hearing. Mr. Karam reviewed the Public Works Departments recommendations. Mr. Karam informed the applicants that they will need to show the existing right-of-way on the plans before the Planning Commission. SITE APPROVAL APPLICATION NO. SA-01-52 OF LIMA LM RANCH (C/O DAVID AVILA). Site Approval Application to expand an existing dairy in two (2) phases. Phase One (1) will include construction of a 15,609 square foot milk parlor and a 20,878 square foot freestall barn to be completed by 2002. Phase Two (2) will consist of building a new settling pond and will be completed by 2004. The applicants would like to increase the number of cattle to the maximum population the property will accommodate. Located on the east side of Thornton Road, 2500 feet south of Kingdon Road, west of Lodi (APN: 055-130-01; Address: 13436 N. Thornton Road, Lodi). Leanne Mueller, Assistant Planner; Jack and Pati Hamm and Helen Lima Balcao, Lima Ranch were present for this item. Leanne Mueller presented the project. Mr. Borges indicated that he would like to add a comment to the first paragraph of Environmental Health Division's memo, Condition (B) the Regional Board will need to give final Approval. Ms. Mueller reviewed Community Development Department's memo. Mr. Hamm indicated that he would like the freestanding barn to be placed in Phase 2. Mr. Hamm thought the parking was a little excessive. Ms. Mueller suggested Mr. Hamm write a letter justifying the amount of parking spaces he would be requiring, along with placing the freestanding barn in Phase 2, and send the letter to her so that appropriate changes could be made to the conditions. Mr. Karam suggested to Mr. Hann that he write"existing" on his application next to the employees in order to show that he is not adding new employees.
