Mr. Fisher presented the project. Mr. Fisher indicated that the Community Development <br /> Department would be recommending the project for approval to the Planning Commission for <br /> the Zone Reclassification. Mr. Fisher reviewed the screening issue with the applicants. <br /> Mr. Fisher informed the applicants that a wall or fence will most likley be required. The <br /> applicants indicated that they do not have a problem with the screening issue. <br /> Staff and the applicants discussed options for Lot "A". Mr. Karam suggested that the applicants <br /> contact Mr. Lund, County Surveyor to discuss further options. Mr. Karam informed the <br /> applicant that this issue will need to be resolved before the Planning Commission hearing. <br /> Mr. Karam reviewed the Public Works Departments recommendations. Mr. Karam informed the <br /> applicants that they will need to show the existing right-of-way on the plans before the Planning <br /> Commission. Mr. Karam reviewed and discussed the traffic issues with the applicants. <br /> --------------------------------------------------------------------------------------------------------------------- <br /> 10:30 a.m. 3. SITE APPROVAL APPLICATION NO. SA-01-52 OF LIMA <br /> LM RANCH (C/O DAVID AVILA). Site Approval Application to expand <br /> an existing dairy in two (2) phases. Phase One (1) will include <br /> construction of a 15,609 square foot milk parlor and a 20,878 square foot <br /> freestall barn to be completed by 2002. Phase Two (2) will consist of <br /> building a new settling pond and will be completed by 2004. The <br /> applicants would like to increase the number of cattle to the maximum <br /> population the property will accommodate. Located on the east side of <br /> Thornton Road, 2500 feet south of Kingdon Road, west of Lodi (APN: <br /> 055-130-01; Address: 13436 N. Thornton Road, Lodi). <br /> Leanne Mueller, Assistant Planner; Jack and Pati Hamm and Helen Lima Balcao, Lima Ranch <br /> were present for this item. <br /> Leanne Mueller presented the project. <br /> Mr. Borges indicated that he would like to add a comment to the first paragraph of <br /> Environmental Health Division's memo, Condition (B) the Regional Board will need to give <br /> final Approval. <br /> Ms. Mueller reviewed Community Development Department's memo. <br /> Mr. Hamm indicated that he would like the freestanding barn to be placed in Phase 2. <br /> Mr. Hamm thought the parking was a little excessive. Ms. Mueller suggested Mr. Hamm write a <br /> letter justifying the amount of parking spaces he would be requiring, along with placing the <br /> freestanding barn in Phase 2, and send the letter to her so that appropriate changes could be made <br /> to the conditions. <br /> Mr. Karam suggested to Mr. Hann that he write"existing" on his application next to the <br /> employees in order to show that he is not adding new employees. <br />
