March 21, 2003
FOR: Environmental Health Department (EHD)
San Joaquin County
Mr. Mike Huggins, R.E.H.S., R.D.I.
304 East Weber Avenue, Third Floor
Stockton, CA 95202
PROJECT: Lima Ranch
Mr. & Mrs. Jack and Pati Hamm copy
13436 North Thornton Road
Lodi, CA 95242
INTRODUCTION
In response to the request of Mike Huggins, I am submitting this document to outline how
information requested by EHD will be assimilated and reported. This investigation will be in
compliance with the May 20, 2002 directive from EHD, which defines the information they are
seeking.
Based upon Paragraph 4 of the EHD document, a monitoring program for the drinking water
wells is to be implemented. The wells are to be analyzed for nitrate on a calender quarter basis
for the first year. This drinking well water monitoring program was initiated on February 4,
2003, and will include not only the wells on and directly around the dairy, but all drinking water
wells owned by the Hamm's.
The second sampling and analysis program will be of the Conditional Use Acreage soil around the
diary facility, and of both liquid and solid manure allocated for use on this acreage. I am
proposing to sample a portion of this acreage in April, June and October of this year. I am also
proposing to sample the holding pond nutrient water and manure solids to be applied to the
acreage, which will correspond with the soil sampling and analysis. By sampling in the months
listed above, winter crop nutrient uptake and required liquid and/or solid manure volumes can be
quantified (April), the soil under the summer crops and liquid manure applications assessed
(June), and the soil analyzed from corn uptake and nutrient requirements before winter forage mix
is planted, along with holding pond pump-down analysis prior to the winter rains (October).
As referenced in the EHD directive, the City of Lodi's monitoring well data for the White Slough
facility will be accessed. From a very preliminary basis, it is my observation of the White Slough
Monitoring Well data, that this facility may be contributing to nitrate impact of the underlying
groundwater. However, additional data and informational research of the public files for this
facility are warranted and will be done.
P. O.
