a. A soil suitability/nitrate loading study incorporating the existing and proposed development with <br /> regards to staff and customer use shall be submitted to the Environmental Health Department, <br /> indicating that the area is suitable for septic system usage. The studies must be approved by the <br /> Environmental Health Department prior to issuance of building permit. (San Joaquin County <br /> Development Title, Section 9-1105.2(d)). A review fee of$625 must be paid at time of submittal <br /> to the Environmental Health Department. <br /> The sewage disposal system shall comply with the on site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets absorption rates of the manual of septic <br /> tank practice or E.P.A. Design Manual for onsite wastewater treatment and disposal system is <br /> required for each parcel. A permit fee of$125 per percolation hole is required. <br /> b. The existing private water wells shall be tested for the chemical Dibromochloropropane (DBCP) <br /> and nitrates with the results submitted to the Environmental Health Department prior to issuance <br /> of building permit. Samples are to be taken and analyzed by a State-approved laboratory (San <br /> Joaquin County Development Title, Section 9-1115.7). <br /> NOTE: Prior to the issuance of a food facility permit, samples must to be taken from the existing <br /> well and analyzed for bacteriological test(quarterly), Nitrate test (yearly), and Nitrite test (every <br /> three years), by a State-approved laboratory(San Joaquin County Development Title, Section 9- <br /> 1115.7) and results submitted to the Environmental Health Department. <br /> c. An application for Waste Discharge Requirements must be submitted to the Central Valley <br /> Regional Water Quality Control Board prior to development (California Water Code, Article 4, <br /> Section 13260). <br /> d. Applicant will need to get written approval from a public entity that will accept the proposed winery <br /> waste should applicant propose to haul winery wastewater offsite. That written acceptance shall <br /> be presented to the Environmental Health Department prior to issuance of building permit and/or <br /> final occupancy approval. <br /> e. Submit to the Environmental Health Department revised site plans showing the maximum number <br /> of persons the sewage disposal system is being designed for. In addition, show on revised plans <br /> that the leach field area will be barricaded so it cannot be driven over, parked on, or used as a <br /> storage area. This leach field area must be used for that specific purpose only, and it cannot <br /> contain any underground utility lines (San Joaquin County Development Title, Section 9- <br /> 1110.4(c)(5)). <br /> In addition, the revised site plan shall incorporate the 100% designed sewage disposal <br /> replacement area. <br /> f. Construction of an individual sewage disposal system(s) under permit and inspection by the <br /> Environmental Health Department is required at the time of development based on the Soil <br /> Suitability/ Nitrate Loading Study findings (San Joaquin County Development Title, Section 9- <br /> 1110.3 &9-1110.4). <br /> g. Submit three (3) sets of food facility plans to the Environmental Health Department for review and <br /> approval prior to issuance of building permit(s) (California Retail Food Code, Article 1, 114380). <br /> A review fee of$390 is required at the time of submittal. <br /> h. Any geotechnical drilling shall be conducted under permit and inspection by The Environmental <br /> Health Department(San Joaquin County Development Title, Section 9-1115.3 and 9-1115.6). <br /> i. If floor drains are required, they must be plumbed through a sand/oil separator and discharged to <br /> an above ground system approved by the Environmental Health Department.
