d. If hazardous material(s) is stored on site, applicant must register all regulated hazardous material <br /> at, cers.calepa.ca.gov, for all regulated Certified Unified Program Agency(CUPA). <br /> e. If any quantity of hazardous waste is generated, a hazardous waste generator permit must be <br /> obtained from the EHD. The applicant must also obtain an EPA Identification Number, and <br /> comply with all applicable regulations. <br /> 4. SAN JOAQUIN AIR POLLUTION CONTROL DISTRICT (Staff Contact: Jessica Willis, [599] 230- <br /> 5818) <br /> a. For each project phase, all records shall be maintained on site during construction and for a <br /> period of ten years following either the end of construction or the issuance of the first certificate of <br /> occupancy, whichever is late. Records shall be made available for District inspection upon <br /> request. <br /> b. For each project phase maintain records of: <br /> (1) The construction start and end dates and <br /> (2) The date of issuance of the first certificate of occupancy, if applicable <br /> c. For each project phase, within 30-days of issuance of the first certificate of occupancy, if <br /> applicable, submit to the District a summary report of the construction start, and end dates, and <br /> the date of issuance of the first certificate of occupancy. Otherwise, submit to the District a <br /> summary report of construction start and end dates within 30-days of the end of each phase of <br /> construction. <br /> 5. COUNCIL OF GOVERNMENTS (Staff contact: Laurel Boyd, [209] 235-0600) <br /> a. This project is subject to the San Joaquin County Multi-Species Habitat Conservation and Open <br /> Space Plan (SJMSCP). This can be up to a 90-day process and it is recommended that the <br /> project applicant contact SJMSCP staff as early as possible. It is also recommended that the <br /> project applicant obtain an information package. <br /> 6. AIRPORT LAND USE COMMISSION (Staff contact: Kimberly Anderson, [209] 235-0600) <br /> a. New land uses that may cause visual, electronic, or increased bird strike hazards to aircraft in <br /> flight shall not be permitted within any airport's irrftuence area. Specific characteristics to be <br /> avoided include: <br /> (1) Glare or distracting lights which could be mistaiceis for airport lights. Reflective materials are <br /> not permitted to be used in structures or signs(arctuding trent directing signs); <br /> (2) Sources of dust, steam, or smoke which may irrapas pilot viability; <br /> (3) Sources of electrical interference with aircraft communications or navigation. No <br /> transmissions which would interfere with aircraft radio communications or navigational signals <br /> are permitted. <br /> (4) Any proposed use, especially landfills and certain agricultural uses, that creates an increased <br /> attraction for large flocks of birds. <br /> b. Within the AIA, ALUC review is required for any proposed object taller than 100 feet AGL. <br /> c. Regardless of location within San Joaquin County, ALUC review is required in addition to FAA <br /> notification in accordance with Code of Federal Regulations, Part 77, <br /> PA-1300203 (UP) (TE) Conditions of Approval 6 <br />
