I. <br /> INTRODUCTION <br /> The County of San Joaquin ("County"), as lead agency, prepared an Environmental Impact <br /> Report (`BIR") for the Love's Travel Stops project ("Project"). In its entirety, the document <br /> consists of the September 2012 Draft EIR ("Draft EW' or "DEM!) and the December 2012 <br /> Final EIR("Final EW' or"FEW). (State Clearinghouse No. 2012052082). As described in the <br /> EM the Project includes the construction of a Love's Travel Stops on approximately 11.68 acres <br /> east of Thornton Road, north of State Route 12 (SR 12) in unincorporated northwestern San <br /> Joaquin County. The Project would include 16 pumps and 24 fueling stations to serve 16 <br /> gasoline and 8 diesel fueling positions. The Project would also include a 7,700 square-foot <br /> convenience store with an attached 3,000 square-foot fast-food restaurant, and a 1,200 square- <br /> foot storage building. The Project requires County approval of a Use Permit. These findings,as <br /> well as the accompanying statement of overriding considerations in section IX, infra,have been <br /> prepared in accordance with the California Environmental Quality Act ("CEQA") (Pub. <br /> Resources Code, § 21000 et seq.) and its implementing guidelines ("CEQA Guidelines') (Cal. <br /> Code Regs.,tit. 14, § 15000 et seq.) <br /> II. <br /> PROJECT DESCRIPTION <br /> A. LOCATION <br /> The Project site is located immediately east of North Thornton Road and approximately 300 feet <br /> north of SR 12 in unincorporated northwestern San Joaquin County. The site is approximately <br /> one-quarter mile east of Interstate 5 (I-5). The Project site is comprised of Assessor's Parcel <br /> Numbers (APNs) 025-190-32, 33 and 34. The site is shown on the U.S. Geological Survey's <br /> Terminous 7.5-minute quadrangle map,within Township 3 North,Range 5 East,MDBM. <br /> B. OVERVIEW <br /> The proposed Project involves an application to the San Joaquin County Planning Commission <br /> for approval of a Use Permit for a proposed Love's Travel Stops truck stop,to be sited on 11.6 <br /> acres located immediately east of North Thornton Road and north of State Route 12 (SR 12)in <br /> unincorporated San Joaquin County. The proposed Project would include a fuel dispensing area <br /> with 24 fueling positions to dispense gasoline and diesel fuel to passenger vehicles and trucks. <br /> The Project would include a 7,700 square foot convenience store with an attached 3,000 square <br /> foot fast-food restaurant,and a 1,200 square foot storage building. The Project is consistent with <br /> existing San Joaquin County General Plan land use designations and zoning, which allow <br /> freeway service commercial development.(DEIR,p.3-1.) <br /> C. BACKGROUND <br /> The proposed Project site consists of vacant land and approximately 5.1 acres of vineyard within <br /> an existing freeway service commercial area known as Flag City. Flag City primarily serves <br /> travelers and truck traffic along the I-5 and SR 12 corridor. Land uses in Flag City are served <br /> with utilities provided by County Service Area No. 31 (CSA 31);most other public services are <br /> Love's Travel Stops Environmental Impact Report 2 Findings of Fact and <br /> Statement of Overriding Considerations <br />
