• To provide a travel stop facility of sufficient size to capture overflow overnight truck <br /> parking <br /> (DEK pp.3-1 to 3-2.) <br /> D. DISCRETIONARY APPROVALS <br /> Project approval requires the County, as lead agency, as well as certain "responsible agencies," <br /> to take discrete planning and regulatory actions to approve the overall Project. Described below <br /> are the discretionary actions necessary to fully carry out the Project. In addition to certifying the <br /> Final EIR and adopting these Findings and the associated Statement of Overriding <br /> Considerations and Mitigation Monitoring Plan (CEQA requirements), the County itself must <br /> take the following actions: <br /> • Approve a Use Pemtit/Site Approval(Application 14 No.PA-1000131); <br /> • Approval a Roadway Encroachment Permit and Storm Water Pollution Prevention <br /> Commercial Program compliance;and <br /> • Approve a grading permit. <br /> Other Project approvals and associated entitlements that must be granted by responsible agencies <br /> include or may include the following: <br /> • Indirect Source Review, Authority to Construct/Permit to Operate (gasoline dispensing <br /> station)from the San Joaquin Valley Air Pollution Control District; <br /> • San Joaquin County Multi-Species Habitat and Open Space Plan review and compliance <br /> (if Project chooses to implement Plan provisions) from the San Joaquin Council of <br /> 1141.1 Governments; <br /> • General Construction Permit from the Regional Water Quality Control Board, Central <br /> Valley Region;and <br /> • Approval for changes to existing facilities on SR 12(traffic signals) from the California <br /> Department of Transportation(Caltrans). <br /> (DEK pp.3-5 through 3-6.) <br /> III. <br /> ENVIRONMENTAL REVIEW PROCESS <br /> In accordance with section 15082 of the CEQA Guidelines,the County prepared and circulated a <br /> Notice of Preparation ("NOP") of an Environmental Impact Report ("Elln on May 30, 2012. <br /> Pursuant to CEQA Guidelines sections 15023, subdivision (c), and 15087, subdivision (f), the <br /> Love's Travel Stops Envionmental Impact Report 5 Findings of Fact and <br /> Statement of Overriding Considerations <br />
