PA-1000131 AND ENVIRONMENTAL IMPACT REPORT NO.PA-1200065 OF <br /> HIGHWAY 1 ESTOR'S LLC (C/O MICHAEL HAKEEM) <br /> S34o <br /> Al /H�Z�(FOURTH DISTRICT) <br /> Dear Board Members: <br /> IT IS RECOMMENDED: <br /> That the Board of Supervisors: <br /> 1. Deny the appeal of the Planning Commission's approval of Use Permit No. PA- <br /> 1000131; <br /> 2. Certify Environmental Impact Report No. PA-1200065; and <br /> 3. Approve the Project(while making the required findings and adopting a <br /> Mitigation Monitoring Program for the Project). <br /> Attached are two documents that, if approved by the Board, would accomplish these <br /> three steps. The first document is a proposed resolution that would certify the Final <br /> Environmental Impact Report and deny the appeal. The second document would <br /> accomplish approval of the project,and would simultaneously meet certain legal <br /> requirements, including the need to adopt so-called"CEQA Findings,"a Statement of <br /> Overriding Considerations, and a Mitigation Monitoring Program. <br /> BACKGROUND: <br /> This project is a Use Permit application for the construction of a truck stop on 11.68 acres. <br /> The project includes 16 pumps and 24 fueling stations to serve 16 gasoline and 8 diesel <br /> fueling positions. The project also includes a 7,700 square foot convenience store with an <br /> attached 3,000 square foot fast food restaurant,and a 1,200 square foot storage building <br /> (Use Types: Truck Sales and Services—Stops,and Eating Establishment—Full Service <br /> and Convenience). <br />
