w. The applicant shall pay all applicable buy-in fees for annexing the subject property into CSA 31 and <br /> CSA 31 Zone W prior to issuance of building permits. <br /> x. The applicant shall agree to and shall pay user-fees for the utility services until the property is placed <br /> on the County tax rolls. <br /> y. The Notice of Lot Line Adjustment per Lot Line Adjustment No.PA-1000232 shall be recorded as <br /> required by the Local Agency Formation Commission's annexation requirements prior to release of <br /> building permits. <br /> NOTES: <br /> (1) All future building permits for projects located within a Special Flood Hazard Area at the time of <br /> permit issuance shall meet the San Joaquin County flood hazard reduction requirements(Title 9, <br /> Chapter 9-1605)and all requirements of the State of California (CCR Title 23)that are in force at <br /> the time of permit issuance. As an example, these requirements may include raising the finish <br /> floor elevation one foot above the expected flood level and/or using flood resistant materials. <br /> (2) The County resurfaced Thornton Road from State Route 12 to approximately 3,200 feet north of <br /> State Route 12 in the fall of 2010. Per Public Works Trench Cut Policy for arterial roads, no <br /> pavement cuts are allowed for six years after a resurfacing project. (Department Administrative <br /> Manual 3910) <br /> 3. Written confirmation is required from Public Works that improvements have been constructed or <br /> financial arrangements have been made for any improvements for public sewer required by the <br /> agency. In addition, written confirmation from Public Works that the agency has or will have the <br /> sewer capacity to serve the development is also required. (Development Title Section 9-1100.3) <br /> b. The applicant shall provide written confirmation from the water providers that improvements have <br /> been constructed or financial arrangements have been made for any improvements required by the <br /> agency and that the agency has or will have the capacity to serve the proposed development. Said <br /> written confirmation shall be submitted prior to the issuance of building permits. (Development Title <br /> Section 9-1120.2) <br /> c. Submit three sets of food facility plans to Environmental Health for review and approval prior to the <br /> issuance of building permits(California Retail Food Code, Article 1, 114380). A review fee of <br /> $366.00 is required at the time of submittal. <br /> d. If hazardous materials are stored on the site, the applicant must register with the San Joaquin <br /> County Office of Emergency Services. <br /> e. If any quantity of hazardous waste is generated, a hazardous waste generator permit must be <br /> obtained from Environmental Health. The applicant must also obtain an EPA identification number <br /> and comply with all applicable regulations. <br /> f.
