CENTRAL VALLEY REGIONAL WATER QUALITY CONTROL BOARD <br /> INSPECTION REPORT <br /> 19 June 2000 <br /> DISCHARGER: John Bender <br /> LOCATION & COUNTY: Thornton Road, N of New Hope Road,Thornton, San Joaquin County <br /> CONTACT(S): John Bender <br /> INSPECTION DATE: 16 June 2000 <br /> INSPECTED BY: Louis F. Pratt and Paul B. Sousa <br /> ACCOMPANIED BY: <br /> OBSERVATIONS AND COMMENTS: <br /> This inspection was conducted in response to an application by the discharger for a Conditional Use <br /> Permit for a horse boarding and training facility. The inspection revealed 7 corral areas that span between <br /> the buildings and the river levee. Some vegetation grows in the corrals, but much of the ground is bare. <br /> Converted shipping containers serve as stalls and storage buildings. <br /> Mr. Bender stated that there will be a small sump for each stall to impound manure, urine and storm water <br /> from the stalls. He said that wastewater collected in the sumps would be discharged to the corral areas. <br /> Mr. Bender stated that storm water runoff from the corrals flows to the north into a drain, and that the <br /> drain flows to a pump where the storm water is pumped into the river. <br /> At the time of the inspection there were fewer than a dozen horses at the facility. Mr. Bender stated that <br /> the renter would be bringing in more than 20 horses in the near future. <br /> SUMMARY: <br /> Pumping storm water from corrals into the river does not comply with Section 22562 (a), Subchapter 2, <br /> Chapter 7, Division 2, Title 27 of the California Code of Regulations. Management of waste at the facility <br /> may not comply with Sections 22562 (d), 22563 (b) or 22564 of the same regulations. <br /> .t� <br /> JOLUIS F.
