PA-04-86 OF CHARLIE KOUCH (C/O <br /> GOLDEN WEST ENVIRONMENTAL) (APN: 072-450-01; ADDRESS: 9350 N. <br /> THORNTON ROAD, STOCKTON) <br /> The applicant has submitted the above referenced Site Approval application for a gas station <br /> and mini-mart that includes the construction of a 2,000-square-foot canopy over six fuel <br /> dispensing islands and a 2,400-squre-foot convenience store. <br /> This site is located on the southeast corner of Thornton Road and Wagner Heights Road, <br /> Stockton. <br /> The Community Development Department has received eleven letters and a petition with 55 <br /> signatures in opposition to the project. The concerns include traffic, noise, loitering, littering, <br /> dust, aesthetics (property values), alcohol sales, and distance to schools. The eleven letters and <br /> one copy of the petition are attached to this memo. <br /> Traffic <br /> The Public Works Department will require a traffic study to be completed due to the potential <br /> traffic impacts generated from the proposed development. The traffic study will identify any <br /> significant traffic impacts generated by the proposed project and identify any potential mitigation <br /> measures. When the traffic study is completed and reviewed by the Public Works Department, <br /> the Initial Study prepared for this project will be amended. <br /> Planning Commission <br /> Site Approval applications are normally processed at staff level. However, due to the above <br /> mentioned neighborhood concerns, the Community Development Department has determined <br /> that this application will be scheduled for a public hearing. The traffic study must be completed <br /> and reviewed by the Public Works Department and the Initial Study must be amended and re- <br /> posted for a minimum of 20 days before the project can be heard before the Planning <br /> Commission. <br /> I <br />
