(3) If the parking area is to be used at night, parking lot and security lighting shall <br /> be installed. (Development Title Section 9-1015.5[g]) <br /> g. SCREENING: Screening shall be provided and comply with the following: <br /> (1) All dog runs shall be screened so as not to be visible from adjacent properties <br /> and public rights-of-way. <br /> (2) Screening shall be by a solid wood or masonry fence, six to seven feet in height. <br /> (3) Dog runs are not permitted in front yards, street side yards, or in front of main <br /> buildings. ANIMAL REGULATIONS: The following animal regulations apply and shall be provided: <br /> (1) All animal enclosures, including but not limited to pens, cages, and feed areas, <br /> shall be maintained free from litter, garbage, and excessive accumulation of <br /> manure so as to discourage the proliferation of flies, other disease vectors, and <br /> offensive odors. The premises shall be maintained in a neat and sanitary <br /> manner. (Development Title Section 9-1045.7[b]) <br /> (2) Except for movement on and off the property, dogs shall not be kept or <br /> maintained in coops, pens, corrals, or within barns or similar structures, on <br /> property of less than one-half acre, closer than 40 feet from any rear or side <br /> property line. An encroachment permit shall be required for work within the road right-of-way. <br /> (Development Title Section 9-1145.4) <br /> b. The driveway approach shall be improved in accordance with the requirements of San <br /> Joaquin County Standard R-i 7 prior to issuance of the occupancy permit. (Development <br /> Tule Section 9-1145.5) <br /> C. The Traffic Impact Mitigation Fee will be required for this development. The fee is due <br /> and payable at the time of building permit application. The fee currently is $164.07 per <br /> additional daily trip-end generated in the Lockeford area. The fee shall be automatically <br /> adjusted July 1 of each year by the Engineering Construction Cost Index as published <br /> by the Engineering News Record. Submit three sets of detailed kennel construction pians to the Environmental Health <br /> Division for Bruce Askansas to review prior to construction. The Environmental Health <br /> Division has specific requirements for kennel construction. A plan check fee of$156.00 <br /> is required at the time of submittal to the Environmental Health Division. <br /> b.
