Analysis <br /> Three letters in apposition have been received from surrounding property owners which raise concerns <br /> regarding noise, odors, and health. An additional issue not raised by neighbors is screening. <br /> Noise <br /> Because there are residences adjacent to this site on the west and east and across the street to the <br /> north, it is recommended that the dogs remain inside the kennel building between 10:0o p.m. and 5:00 <br /> a.m. <br /> I� <br /> Odors and Health <br /> The following regulation applies: = <br /> • All animal enclosures, including but not limited to pens, cages, and feed areas, shall be <br /> maintained free from litter, garbage, and excessive accumulation of manure, so as to discourage <br /> the proliferation of flies, other disease vectors, and offensive odors. The premises shall be <br /> maintained in a neat and sanitary manner. (Development Title Section 9-1045.7[b]) <br /> As a recommended Condition of Approval,the Environmental Health Division will review the kennel plans <br /> to ensure compliance with specific requirements for kennel construction. In addition, the kennel will be <br /> subject to a yearly permit, a fee, and inspection by the Environmental Health Division.
