(§ 1.0) INTRODUCTION <br /> FrThisoil Suitability Study presents the results of my investigation concerning the soil <br /> characteristics and groundwater under the subject property referenced on the Title Page. It was <br /> completed to satisfy the requirements of the San Joaquin Environmental Health Department <br /> (EHD), specifically: 1.) To determine if the proposed four Parcels to be created from this <br /> subdivision are acceptable for the proper operation of a septic system which will function as <br /> intended for its anticipated lifespan, and 2.)Provide analysis and recommendations based upon the <br /> environmental criteria encountered in this study. This report is in compliance with the <br /> requirements for a Soil Suitability Study under Development Title Section 9-1105.2 Item (d) of the <br /> San Joaquin County Ordinance Codes. <br /> Within the text of this Report, bolded Section (§)numbers are referenced at the beginning of an <br /> applicable sentence, paragraph or paragraphs, or Appendices that correspond with the EHD <br /> Requirements Checklist for a Soil Suitability Study. <br /> (§ 2.0) SUBJECT SITE AND STUDY AREA BACKGROUND INFORMATION <br /> (§ 1.1, 1.2, 2.1 ) The purpose of this project is to subdivide an existing 18.64± acre Parcel, into <br /> four Parcels denoted as Parcel 1, 2, 3 and a Designated Remainder. The proposed acreage for each 2) <br /> Parcel is indicated in Table 1 below. Mr. Bucher is applying for a Deviation Request for this <br /> project subdivision resulting in Parcel sizes that will be within 91% of the zoning minimum. The <br /> subject property area is depicted on the S.J.C. Parcel Viewer Map found in Appendix A. <br /> The property(except the Designated Remainder Parcel) has been in agricultural row crop 12,)) <br /> production,most recently tomato production. There is an irrigation well at the southern edge of the <br /> property, near the center. A domestic well is located in the southeast corner of the proposed <br /> Designated Remainder Parcel. This Parcel is the northwest corner Parcel of the four Parcel <br /> subdivision. Two houses are located on the Designated Remainder and separate septic systems <br /> serves each residence. No other residential structures may be built on this proposed Parcel. Any <br /> new homes that may be built on the remaining three Parcels will have their own domestic wells <br /> and septic systems. <br /> (§3.7) Each Parcel orientation is denoted on the attached Tentative Map. It is possible EHD <br /> would support a second unit dwelling on proposed Parcel 1, 2 and 3 if these dwellings comply with <br /> all of the County standards. If a primary house and second unit dwelling were built on Parcels 1, 2 <br /> and 3, and there already exists a second unit dwelling on the Designated Remainder Parcel, this (3• � <br /> would give a total of eight septic systems on the four Parcels comprising approximately 18.64 <br /> acres. This is a density of one septic system per 2.33 acres,which can be considered approaching <br /> the maximum allowable septic system density. <br /> (§ 1.1 and 2.1) The subject property is eight miles southeast of the town of Lodi. Surrounding <br /> property use consists predominately of low density single family homes, ranchettes,pasture, tree <br /> crops, a confined animal facility(poultry ranch), other types of ag buildings. Current zoning is <br /> AL-5. Municipal water and sewer will probably never serve this area, or at least not for several <br /> decades, since it is so far removed from any municipality. <br /> Page-1- <br /> Chesney Consulting <br />
