Work within ephemeral streams, washes, watercourse with a subsurface flow, <br /> and floodplains are subject to notification requirements. CDFW will consider the CEQA <br /> document for the Project and may issue an LSA Agreement. CDFW may not execute the final <br /> LSA Agreement(or ITP) until it has complied with CEQA as a Responsible Agency. <br /> PROJECT DESCRIPTION SUMMARY <br /> Proponent: Carlton & Lori Hill, Buildings Unlimited (C/O Mario Torres). <br /> Objective: Site Approval application for a truck parking facility. <br /> Location: The Project site is located on the east side of North Tracy Boulevard, 1,100 feet <br /> south of West Linne Road, Tracy, San Joaquin County. (APN/Address: 253-120-53/28850 <br /> South Tracy Boulevard, Tracy) (Supervisorial District: 5). <br /> Timeframe: Unknown <br /> Description: The proposed Project is a Site Approval application for a truck parking facility to <br /> include a 5,800-square-foot maintenance shop and office, and parking for 6 trucks and 40 <br /> trailers. The property is zone I-G [General Industrial and the General Plan designation is I/G <br /> (General Industrial)]. <br /> COMMENTS AND RECOMMENDATIONS <br /> CDFW offers the following comments and recommendations to assist the County in adequately <br /> identifying and/or mitigating the Project's significant, or potentially significant, direct and indirect <br /> impacts on fish and wildlife (biological) resources. <br /> Comment 1: revisions needed to location information provided. <br /> The IS/MND describes the Project site as "...on the east side of North Tracy Boulevard, 1,100 <br /> feet south of West Linne Road..."; however, North Tracy Boulevard and West Linne Road do <br /> not intersect. South Tracy Boulevard and West Linne Road do intersect. The IS/MND also refers <br /> to the location of the Project site in another section as being near the intersection of South <br /> Tracy Boulevard and West Linne Road. This lack of consistency with the Project location <br /> creates confusion as to where the Project location is. Not providing an accurate project location <br /> description interferes with reviewing Agencies' ability to provide the Lead Agency with an <br /> effective evaluation of a project's impacts to resources. Additionally, not providing an accurate <br /> project location does not adhere to Section 15071(b) of the Public Resources Code, which <br /> states that a Negative Declaration shall include "The location of the project, preferably shown on <br /> a map..." <br />
