GRANITE CONSTRUCTION COMPANY
TRACY EXCAVATION EXPANSION
PAGE 2
SITE HISTORY
The Tracy Excavation Expansion Site(the project site)consists of approximately 137 acres of previously disturbed
habitat. Coal had been discovered in Corral Hollow Canyon in 1857 and a haul road was constructed across the
subject property to allow coal wagons to haul coal to the San Joaquin River, 3 miles east of Tracy.
In 1870 the Western Pacific Railroad ran a rail spur 4 miles into Corral Hollow Canyon and used a steam shovel
to open a gravel pit for ballast rock.
In 1895, a strip of land 100 feet wide within the boundaries of the project site was conveyed to the Alameda and
San Joaquin Railroad Company, then a subsidiary of the Western Pacific Railroad and now the Union Pacific
Railroad. This railroad right-of-way runs northeast to southwest through the project site as shown on the attached
assessors map. This easement was originally used to construct a railroad spur to connect to the mouth of the Corral
Hollow Canyon.
The production of gravel shifted to the mouth of Corral Hollow in 1906 when Ford and Plummer opened the River
Rock Plant, about 1 mile west of the project site, and continued until 1946. In 1947 gravel production shifted to
the Kerlinger Plant, located on Section 16 adjacent to the project site.
In 1957, Unocal entered into an agreement with the then property owner (Rose) for temporary Right of Way to
install a 16" oil pipeline through he property(see DWG 01). The agreement included a provision that would allow
the site to be quarried for sand and gravel and Unocal would be responsible for protecting/supporting the pipeline.
Tosco Distribution Company now operates the pipeline and has agreed to relocate the pipeline out of the area to be
mined prior to our excavation below the pipeline(see DWG03). Tosco will be managing all design, engineering,
approvals and construction activities associated with the pipeline relocation.
