\r' V
1"r San Joaquin Valley
Air Pollution Control District 4r,
FI
D
Co,m oT 2n/U5c2
October 23, 2002
Jennifer Jolley /ljUEpt
San Joaquin County
Community Development Department
Development Services Division
1810 East Hazelton Avenue
Stockton, CA 95205
SUBJECT: PA-0200377 (QX) QUARRY EXCAVATION APPLICATION FOR
GRANITE CONSTRUCTION.
Dear Ms Jolley:
The San Joaquin Valley Air Pollution Control District (District) has reviewed the
proposed project and offers the following comments:
The San Joaquin Valley's air quality has been designated nonattainment by the EPA
and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate
matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require
areas that are designated nonattainment to reduce emissions until standards are met.
Based on the information provided, it appears that this project does not represent an
expansion, but only additional phases to an existing quarry operation. Therefore,
provided the current operation is not expanded, this project will most likely result in no
net increase in emissions and therefore represents a less-than-significant impact of the
ambient air quality and a negative declaration would be appropriate from an air quality
perspective. Please note, however, that the California Air Resources Board has
identified the particulate matter component of diesel exhaust as a Toxic Air
Contaminant. As a result, projects using large numbers of diesel engines onsite or that
have large numbers of idling trucks could result in a negative impact on sensitive
receptors if any are located near the project site. The ARB is currently developing
guidance for evaluating this type of impact.
The construction/operational phase of this project can generate emissions from the
movement of soil, use of heavy equipment, bulk materials handling, asphalt paving and
other related activities. As a result, this project is subject to District Regulation VIII
(Fugitive Dust Prohibitions). The purpose of Regulation VIII is to reduce the amount of
fine particulate matter (PM-10) entrained into the ambient air from man-made sources.
Regulation VIII has recently been revised, with the revisions becoming effective May 15,
2002. The applicant may review these changes on the District web site at
David L.
