NOV-20-2003 THU 10:24 AM "WOAQ VALLEY AIR DIST FAX NO, 2095576475 P. 02 <br /> San Joaquin valley <br /> Air Pollution Control District <br /> November 19, 2003 <br /> John Funderburg <br /> San Joaquin County <br /> Community Development Department <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: PA-0300573 (GP) (PRE-APPLICATION) GENERAL PLAN AMENDMENT <br /> FOR 1005 ACRES FROM A/G TO R-VL. <br /> Dear Mr Funderburg: <br /> The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the <br /> proposed project and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA <br /> and by the Air Resources Board (ARB)for ozone and fine particulate matter (PM-10). <br /> The Federal Clean Air Act (CAA) and the California Clean Air Act require areas that are <br /> designated nonattainment to reduce emissions until standards are met. <br /> A Project of this size (325 residential lots)exceeds the SPAL (Small Project Analysis <br /> Level) set forth by the District in the "Guide for Assessing and Mitigating Air Quality <br /> Impacts" (GAMAQI)and should be subject to a cursory analysis. A cursory analysis <br /> should include the following information: conduct an URBEMIS 2002 model run, <br /> screening for carbon monoxide, odors impacts, and toxic/hazardous materials. If the <br /> URBEMIS model runs show that emissions will exceed the District's significant <br /> thresholds of 10 tons per year for nitrogen oxides (NOx) and/or reactive organic gases <br /> (ROG), then a full analysis would need to be prepared from an air quality perspective. If <br /> an air quality analysis has already been performed for this project please provide copies <br /> of that information so that more appropriate comments can be submitted. <br /> If after the cursory analysis the projects exceeds the significant threshold established by <br /> the District then we would recommends that the project be the subject of an <br /> environmental impact report from an air quality perspective. If needed the District <br /> recommends that the air quality section of the EIR have three main components. <br /> Section one should provide a description of the regulatory environment and existing air <br /> David L.
