The reports were submitted in response to a 7 March 2002 Regional Board request for additional information. The following items require additional description in order to complete the RWD: • The RWD indicates wastewater can be discharged to the stormwater pond and Figure 4.4 presents areas of the pond three feet deep and one foot deep. Because wastewater can be discharged to the pond, the pond must comply with all wastewater storage pond requirements. Those include a minimum freeboard of two-feet, control of plant growth/scum/algae etc., a minimum dissolved oxygen concentration of one milligram per liter (mg/1), and groundwater monitoring. Figure C3 of the Specifications report shows the depth of the stormwater pond is 24-inches. Please address the discrepancy between the two reports (two or three feet deep) and describe how the stormwater pond will be reconfigured to address the freeboard issue. • We are concerned about potential groundwater degradation from the discharge of wastewater that contains elevated concentrations of dissolved solids. Because all water discharged to the stormwater pond will first travel through a constructed wetland, evapotranspiration processes are likely to raise the dissolved solids concentration to levels of concern. The water balance for normal rainfall years shows little or no outflow from the wetland in the months May through August while wastewater storage in the wetland is maintained from continuing discharges. Please address the dissolved solids concentration increase in the wastewater and the potential for the discharge to impact groundwater quality. • The RWD section 4.3.3 describes plant sensitivity to dissolved solids, chloride, sodium, pH, and boron. The values discussed in the section may be helpful in evaluating plants for land application evaluation but are not indicators of WDRs effluent limits.
