Turner Road <br /> Lodi, CA 95242 <br /> REQUEST FOR A REPORT OF WASTE DISCHARGE, JESSIE'S GROVE, LODI, SAN JOA QUIN <br /> COUNTY <br /> Thank you for contacting the Regional Board regarding the permitting requirements for disposal of winery <br /> wastewater. You informed me that Jessie's Grove is planning to expand its winery production from <br /> crushing approximately 80-100 tons to 500 tons per year. In our conversation you described land applying <br /> wastewater blended with supplemental irrigation water. Winery wastewater contains chemicals that can <br /> degrade surface and groundwater quality if not properly handled and disposed of. The Regional Board <br /> regulates such discharges of wastewater though the adoption of Waste Discharge Requirements (WDRs). <br /> To obtain WDRs, you must first submit a Report of Waste Discharge (RWD). <br /> California Water Code Section 13260 requires dischargers to submit a complete-Z at least 120 days <br /> prior to discharging wastewater. Discharging wastewater without first securing WDRs is a violation of <br /> California Water Code Section 13260 and exposes the discharger to enforcement actions, including fines. <br /> However,because Jessie's Grove is operating without WDRs, we will work with Jessie's Grove to <br /> achieve compliance. <br /> By 31 May 2002 Jessie's Grove shall submit an RWD. An RWD consists of Form 200 Application/ <br /> Report of Waste Discharge General Information (enclosed), a filing fee, and the answers to the Additional <br /> Questions. The RWD shall include a technical report prepared by a California Registered Engineer. The <br /> RWD, at a minimum, shall address the Additional Questions; it shall also include any additional <br /> information required to explain the site specific processes. <br /> The filing fee is based on the threat and complexity of the discharge, as described in the enclosed filing <br /> fee schedule. We have determined that this discharge is categorized as 2B,with a$1,200 annual fee. <br /> Therefore, the RAID is to include a$1,200 check, made payable to the State Water Resources Control <br /> Board. Please complete and return the Form 200, a check in the amount of the filing fee, and all <br /> supporting information to this office so that we may initiate the WDR process. <br /> Alternatively, Jessie's Grove may consider containing all wastewater in above ground tanks and hauling <br /> the wastewater to a municipal wastewater treatment system.
