(See Exhibit 1)The site is less than two <br /> miles east of State Route 99(SR 99),which provides regional access to the site.Arch <br /> Road provides direct access to the project site and SR 99.The site was formerly used as a <br /> correctional officer training academy and,prior to that, a women's detention facility,the <br /> Northern California Women's Facility. <br /> CEQA Requirement: This Notice of Preparation is intended to satisfy the requirements of the California <br /> Environmental Quality Act,(CEQA),(Public Resources code,Division 13, Section <br /> 21000-21177),and the State CEQA Guidelines(California Code of Regulations,Title <br /> 14, Section 15000-15387). <br /> Potential Permits and Approvals Required: <br /> ► CDCR: Overall project approval <br /> ► San Joaquin Valley Air Pollution Control District: Authority to construct and permit to operate <br /> ► Regional Water Quality Control Board: General construction permit <br /> ► Potential City of Stockton annexation of site to provide water services to the site,if needed_ <br /> ► Local Agency Formation Commission: boundary changes to potentially annex site to City of Stockton for <br /> provision of water and wastewater services (annexation is not proposed; see City of Stockton description <br /> above) <br /> PROJECT PURPOSE AND NEED <br /> Currently, 74,000 parolees are returned to custody at an expense of approximately$450 million annually. Parole <br /> violators are returned to custody for an average of 153 days. Incarceration as the primary punishment for minor <br /> parole violations does not appear to discourage new parole violations, does not provide parole violators with the . <br /> necessary skills to remain in the community,does not reduce the cost to the taxpayer, and does not reduce the risk <br /> to public safety for an extended period of time.Both the Governor's office and the Legislature recognize the need <br /> for change to more effectively supervise offenders and fulfill the California Department of Corrections and <br /> Northern California Re-Entry Facility Notice of Preparation <br /> Califomia Department of Corrections and Rehabilitation 1 September 2009 <br />
