The City utility <br /> department is already planning to extend service to the NCYCC complex because of localized groundwater <br /> contamination associated with the nearby Austin Road Landfill. <br /> ► Local Agency Formation Commission: Boundary changes to potentially annex site to City of Stockton for <br /> water service(see above.CDCR is not proposing annexation.Action, if necessary,would be initiated by the <br /> City of Stockton to assure consistency of district service boundaries.) <br /> PROJECT PURPOSE AND NEED <br /> Currently_ 74,000 parolees are returned to custody at an expense of approximately$450 million annually. Parole <br /> violators are returned to custody for an average of 1531 days. Incarceration as the primary punishment for minor <br /> parole violations does not appear to discourage new parole violations, does not provide parole violators with the <br /> necessary skills to remain in the community,does not reduce the'cost to the taxpayer, and does not reduce the risk- <br /> to <br /> iskto public safety for an extended period of time.Both the Governor's office and the Legislature recognize the need <br /> for change to more effectively supervise offenders and fulfill the California Department of Corrections and <br /> Rehabilitation's(CDCR)connnitment to public safety. To specifically authorize the first secure community <br /> reentry facility in California at the former Northern California Women's Facility(NCW"F)and correctional officer <br /> training academy,Governor Schwarzenegger signed Senate Bill 943 on September 25,2007. which subsequently <br /> became legislation(California Penal Code § 6275). This law authorizes the use of the former NCWF as a reentry <br /> facility to house adult male inmates during the last 12 months of their respective sentences prior to parole, and to <br /> provide these inmates special programs to better prepare them for return to the community of their last legal <br /> residence_ <br /> PROJECT BACKGROUND <br /> In February 2008 a Mitigated Negative Declaration(MND)for the proposed project was released for public <br /> review. CDCR approved the project in April 2005. At the time the MND was prepared and the project approved, <br /> the site was used as a correctional officer training academy. <br /> The California Correctional and Peace Officers Association(CCPOA)challenged the adequacy of the MND. <br /> On March 12, 2009. the Superior Corot of San Joaquin Comity found that the environmental analysis was not <br /> adequate and ordered CDCR to set aside its approval of the MND and the project. In May 2009, CDCR rescinded <br /> and set aside all resolutions.. decisions, and order's approving the MND(State Clearinghouse Number <br /> 2008021233)for the proposed Northern California Reentry Facility. <br /> CDCR has decided to respond to the Superior Cour't's ruling by re-analyzing the potential environmental <br /> consequences of the proposed project in an EIR. The project remains substantially the same as described in the <br /> MND. The bed count would remain the same.The project would house up to 500 inmates and employ an <br /> estimated 350--400 staff. <br /> Since the time the MND was released, the correctional training facility has closed and the site is currently not in <br /> use.
