In looking at <br /> the application referral given to us,it appears that the proposed use is very close to our <br /> property on Cohen Road (APN: 213-230-01,just across Old River). We also received <br /> your fax of the initial study last evening (the fax indicates it was sent at 6:18 p.m.) and <br /> we have not seen any other detailed information about this application. However, in <br /> reviewing the information we do have, we would like to make you aware of the following <br /> concerns we have the project proposal: <br /> 1. Project Siting: The proposed use, while permitted within the AG-80 zoning <br /> district, has the potential for creating a number of environmental impacts. The <br /> site plan (which is not very detailed) shows the processing plant, poultry <br /> houses and packing room in close proximity to Old River. We are puzzled by <br /> this location, since the subject site includes over 108 acres and the proposed <br /> use is only 6 acres. We are concerned about the siting of this use and its waste <br /> handling operations so close to the San Joaquin River system. Our project, which is within a few hundred <br /> feet from the proposed use, will contain 11,000 residential dwelling units <br /> alone. The City of Lathrop approved a vesting tentative map for the first <br /> phase of development for the initial 4,300 units; see attached map. Homes <br /> within this map area are slated for construction in the fourth quarter of 2006 <br /> and will be directly downwind from the proposed use. In addition, there are <br /> over 8,000 units across the San Joaquin River that are approved and many <br /> have already been constructed. <br />
