l.
RIVER ISLANDS RF
A T. E_ A T H R O P co Z
OS
°p
November`16,2005 eft plot.
Ms. Kathy Allen
San Joaquin County Community Development Department
1810 East Hazelton Avenue
Stockton, CA 95205
Subject: PA-0500729, Olivera Family Limited Partner—Poultry Farm and Packing
Operation
Dear Kathy:
We were made aware of this application from an adjacent property owner. In looking at
the application referral given to us,it appears that the proposed use is very close to our
property on Cohen Road (APN: 213-230-01,just across Old River). We also received
your fax of the initial study last evening (the fax indicates it was sent at 6:18 p.m.) and
we have not seen any other detailed information about this application. However, in
reviewing the information we do have, we would like to make you aware of the following
concerns we have the project proposal:
1. Project Siting: The proposed use, while permitted within the AG-80 zoning
district, has the potential for creating a number of environmental impacts. The
site plan (which is not very detailed) shows the processing plant, poultry
houses and packing room in close proximity to Old River. We are puzzled by
this location, since the subject site includes over 108 acres and the proposed
use is only 6 acres. We are concerned about the siting of this use and its waste
handling operations so close to the San Joaquin River system. Spge +firall:N
therelssmmm -detaile&infor_mati_on rov3ded.asho-w—fe-calunaterial;dead3
#li kens ari__oth-e wast prodtxets-are dealt,vv the The proposed use is located
over a '/z mile from Undine Road and almost a mile from South Roberts Road;
placing the use closer to one of these roadways, away from the river, and from
existing and future urban areas. Our project, which is within a few hundred
feet from the proposed use, will contain 11,000 residential dwelling units
alone. The City of Lathrop approved a vesting tentative map for the first
phase of development for the initial 4,300 units; see attached map. Homes
within this map area are slated for construction in the fourth quarter of 2006
and will be directly downwind from the proposed use. In addition, there are
over 8,000 units across the San Joaquin River that are approved and many
have already been constructed.
