PA 450079-Ohvera Family Partnership <br /> Dear Ms.Allen: <br /> The City Of Lathrop has received your county Referral for the above-referenced proposal.The Olivera <br /> Family Partnership project consists of the following: <br /> * A poultry farm to be constructed in six phases over a period of six years <br /> • The project includes a 5,200 square foot packing room,and 25,800 square foot laying house. <br /> • Subsequent phases include four(4) additional laying houses totaling an additional 103,200 square <br /> feet. <br /> Issues related to poultry and feed houses include odors,water quality, air quality, drainage,water disposal <br /> and possible negative impacts on economic development in adjacent areas.The proposed poultry farm <br /> project is located adjacent to the San Joaquin River and across the river from the 4,900 acre River Islands. <br /> project within the City of Lathrop.The River Islands project is an approved master plan comprised of <br /> 11,000 residences, schools, community parks inland waterways and parks and employment center.A poultry <br /> operation of this magnitude would have a direct impact to the River Islands project and the City Of <br /> Lathrop. <br /> The City Of Lathrop is in disagreement with several of the statements of the Initial Study.These include the <br /> proposed no impact assessment to water quality, drainage to surface channels, air quality, creation of <br /> objectionable odors, noise, traffic,light and glare,and conflicts with planned land uses in the vicinity.A <br /> thorough and complete environmental.review is required for a project of this nature. Insufficient <br /> information regarding waste management odors,water quality, sitting near an urban area and other <br /> aforementioned impacts have not been assessed.A complete environmental impact report review would <br /> provide the necessary information to assess the known impacts from such an operation. <br /> The City Of Lathrop strongly urges careful and complete consideration before the Planning Commission <br /> utilizing a full environment impact report for this project before permitting.
