b. State on revised site plans the maximum number of staff, parishioners, and students the sewage <br /> disposal system is being designed for. In addition, show on revised plans that the leach field area <br /> will be barricaded so it cannot be driven over, parked on, or used as a storage area. This leach field <br /> area must be used for that specific purpose only, and it cannot contain any underground utility lines <br /> (Development Title Section 9-1110.4[c][51). In addition, the revised site plan shall incorporate the <br /> 100 percent designed sewage disposal replacement area. <br /> c. Construction of individual sewage disposal systems under permit and inspection by Environmental <br /> Health is required at the time of development for Phase I based on the Soil Suitability/Nitrate Loading <br /> Study findings. (Development Title Sections 9-1110.3 and 9-1110.4) <br /> NOTE: If average daily waste water flow for Phase I is greater than 10,000 gallons per day, the <br /> applicant must obtain waste discharge requirements from the California Regional Water Quality <br /> Control Board,Central Valley Region, prior to development. Phase II must be provided with public <br /> sewer from the City of Tracy. <br /> d. Construct a water well under permit and inspection of Environmental Health prior to occupancy. <br /> Should the number of non-resident individuals exceed 24 for at least 60 days per year, or the number <br /> of service connections exceed four, a yearly permit to operate a public water system will be required <br /> by Environmental Health (Development Title 9-1120.2 and 9-1115.9). <br /> The supplier must possess adequate financial, managerial, and technical capability to ensure the <br /> delivery of pure, wholesome, and potable drinking water in accordance with Development Title <br /> Sections 9-1120.2 and 9-1115.9, CCR, Title 22, and Health and Safety Code Sections 116525 <br /> through 116570. <br /> NOTE: If public water is provided, backflow prevention devices must be installed as required by the <br /> City of Tracy. <br /> e. Any geotechnical drilling shall be conducted under permit and inspection by Environmental Health <br /> Department. (Development Title Sections 9-1115.3 and 9-1115.6) <br /> f. Submit three sets of food facility plans to Environmental Health for review and approval prior to <br /> issuance of building permits. (California Health and Safety Code Section 113915) <br /> 4. COUNCIL OF GOVERNMENTS (Staff Contact: Erin Sickler, 468-3913) <br /> a. This project is subject to the San Joaquin County Multi-Species Habitat Conservation and Open <br /> Space Plan (SJMSCP). Please contact SJMSCP staff regarding completing the following steps to <br /> satisfy SJMSCP requirements: <br /> (1) Schedule a SJMSCP biologist to perform a pre-construction survey prior to any ground <br /> disturbance. <br /> (2) Sign and return Incidental Take Minimization Measures to SJMSCP staff(given to project <br /> applicant after the pre-construction survey is completed). <br /> (3) Pay the appropriate fee based on SJMSCP findings. <br /> (4) Receive the Certificate of Payment to release the required permit. <br /> Conditions of Approval -6 - PA-03-318 <br />
