Analysis <br /> Background <br /> The proposed project will employ a total of 45 employees, five employees for administration and <br /> maintenance and forty employees for the school. The employees will work an 8:00 a.m. to 5:00 p.m. <br /> shift, Monday through Saturday, with the exception of two employees that will work on the weekends. <br /> The hours of operation vary for the project site. The Church will have two masses on Saturday, between <br /> 5:00 p.m. and 8:00 p.m. and three masses on Sunday, between 7:00 a.m. and 12:00 p.m. In addition, <br /> there will be a daily mass at 8:00 a.m. The school will operate Monday through Friday ftom 8:00 a.m. to <br /> 3:00 p.m. Additionally, the church support buildings will include classrooms that will be used Monday <br /> through Friday from 12:00 p.m. to 7:00 p.m. and the multi-purpose building will be used for practices after <br /> school for athletic teams and for basketball games on the weekends (November through March), from <br /> 9:00 a.m. to 6:00 p.m. and on Sundays, from 12:00 p.m. to 6:00 p.m. <br /> There will be special events at the project site that may require additional hours of operation. One <br /> wedding will take place each Saturday afternoon from May through November. There will also be five <br /> events per year that will take place on Friday or Saturday evenings in the multi-purpose building. In <br /> September, one three-day event will also take place at the project site, which includes a carnival, dinner, <br /> and auction. <br /> Services <br /> The parcel will be served by private services in Phase I. Phase II will still be served by an on-site <br /> retention basin for storm drainage, and an on-site well for water services, but will have public sewer <br /> services by the City of Tracy through an annexation agreement. Phase III will be served by public sewer, <br /> water, and storm drainage services by the City of Tracy. The City of Tracy is requiring the applicant to i <br /> execute an Agreement for Service Connections and Annexation with the City prior to the issuance of a <br /> building permit and/or at such time as the property becomes eligible to annex. The Department of Public <br /> Works is requiring the execution of an agreement for service connections prior to the issuance of a <br /> building permit in Phase 1. <br /> Screening <br /> According to Development Title Section 9-1022.4[d], when a commercial project abuts a;residential zone, <br /> an area shown on the General Plan for residential use, or an existing residential use, a solid masonry wall <br /> six (6)feet to seven (7) feet in height shall be erected along the abutting property line. Additionally, <br /> Development Title Section 9-1020.5[e] requires parking areas abutting a residential zone, an area shown <br /> on the General Plan for residential use, or an existing residential use, to be screened with a solid <br /> masonry wall six (6) to seven (7) feet in height along the abutting property line, and a five (5) foot planting <br /> strip shall be installed adjacent to the wall and the parking area. As a result, a solid masonry wall six (6) <br /> to seven (7) feet in height shall be erected from the ultimate right of way to the back of the existing <br /> residence as there is an existing residence on the adjacent parcel to the west. When the abutting <br /> property to the west is zoned residentially, the applicant will be required to construct the masonry wall <br /> along the remaining portion of the western property line. <br /> Resource Conservation <br /> The project site has a General Plan designation of Resource Conservation (OS/RC). It appears to be <br /> located in the MRZ-3,zone which indicates that the property potentially has significant deposits of sand <br /> San Joaquin County'..
