Dear Ms. Allen: SJCOG,Inc.has reviewed application PA-0600207(UP).This project involves a use permit application for a regional church with a K-8 grade school,multi-purpose buildings and parish offices to be built in three phases over 15 years.Phase A to include the multi-purpose building and multipurpose support building.Phase B to include the church and two church support buildings. Phase C to include two school buildings.Phase A will be serviced by a septic system,on-site well,and retention basin.Phases B and C will be required to be served by public services from the City of Tracy.This project is located at the southwest comer of W.Valpico Road and Corral Hollow Road,west of Tracy. San Joaquin County is a signatory to San Joaquin County Multi-Species Habitat Conservation and Open Space Plan (SJMSCP). Participation in the SJMSCP satisfies requirements of both the state and federal endangered species acts, and ensures that the impacts are mitigated below a level of significance in compliance with the California Environmental Quality Act (CEQA). Although participation in the SJMSCP is voluntary, lead agents should be aware that if project applicants choose against participating in the SJMSCP, they will be required to provide alternative mitigation in an amount and kind equal to that provided in the SJMSCP. This Project is subject to the SJMSCP. Please contact SJMSCP staff regarding completing the following steps to satisfy SJMSCP requirements: • Schedule a SJMSCP Biologist to perform a pre-construction survey prior to any ground disturbance • Sign and Return Incidental Take Minimization Measures to SJMSCP staff(given to project applicant after pre-construction survey is completed) • Pay appropriate fee based on SJMSCP findings • Receive your Certificate of Payment and release the required permit If you have any questions, please call (209)468-3913.
