(2)State the facts showing the changes in circumstances which made the subject condition(s) no longer appropriate or necessary. The construction of Phase I of our project was a huge endeavor. It was an $9,000,000 project that we were able to fund through donations and financing during the height of the recession. We thought it prudent not to start fundraising for Phase II of the project until all our debt was paid off, all the pledges were paid off, and the economy had recovered. We paid off the last of the land and Phase I debt last year, and we feel the economy is at a point where it is a prudent time to start fundraising for the second phase. Phase II will cost approximately $20,000,000. We believe we can raise enough funds and put together financing to start construction within the 5 year extension we are requesting. We will need time between Phase II and Phase III to raise funds for Phase III,which is why we are requesting the extension of time for Phase III.
