Caffese Co-Trustee; APN: 183-270-11, 12 <br /> Dear Ms. Hatef: <br /> The Department of Conservation's Division of Land Resource Protection has received the <br /> referenced Notice of Negative Declaration. The Division monitors farmland conversion on a <br /> statewide basis and administers the California Land Conservation (Williamson) Act. We offer <br /> the following recommendations with respect to the project's impacts on agricultural land and <br /> resources. <br /> Project Description <br /> The project is a proposed subdivision of a parcel totaling 320 acres of land enforceably <br /> restricted by Williamson Act Contract. The proposal is to create 7 parcels in zoned AG-40 <br /> (General Agriculture, 40 acres minimum)and the General Plan Designation is AIG (General <br /> Agricuiture). Parcel -I, 3, 5, 6, & i to contain 40 acres; parcel 2 to contain 62 acres; and parcel 4 to <br /> contain 58 acres. <br /> Subdivision of Williamson Act Land <br /> The Negative Declaration (ND) states that the subdivision will not conflict with agricultural <br /> activities or the Williamson Act because the parcels will be restricted by the General Plan, <br /> Zoning Code and will be able to sustain their agricultural use pursuant to Government Code <br /> 51222 and 66474.4 (B) (2). The ND also states the creation of the parcels will not result in the <br /> conversion of Farmland to a non-agricultural use or have an impact on surrounding land that is <br /> contracted under the Williamson Act. There is no stated agricultural purpose to subdividing the <br /> property. However, approval of the subdivision will allow an increase in residential development <br /> of the property that is currently being farmed without such development. Therefore, the <br /> The Department of Conservation's mission is to protect Californians and their environment by: <br /> Protecting lives and property from earthquakes and landslides; Ensuring safe mining and oil and gas drilling, <br /> Conserving California's farmland, and Saving energy and resources through recycling. <br />
