We feel fortunate to
have received your agency's Application Referral notifying us of the pending Site l
II of our neighbors were as fortunate. We do not
Approval. Unfortunately, not a
understand why such a limited number or potentially affected resident's were
notified and request that your department make additional efforts to notify any
resident who will ultimately be impacted by the approval of this application. ;
With respect to the Initial Study and subsequent environmental
determination, we strongly disagree with Mr. Fisher's assertion that the proposed
project could have a significant effect on the environment. In fact,
information available to your department clearly shows that the project does
indeed have the potential to degrade the quality of the environment. In support F
of this statement we offer the following comments:
Under the General Considerations section of the Initial Study, we fail to
understand how Mr. Fisher reached the conclusion that it does not appear that
any environmental feature of the'project will generate significant public concern
or controversy. Our understanding is that the San Joaquin County
Environmental Heath Division has received in excess of 200 complaints
regarding the operation of this facility. This is a significant number of complaints
from an area zoned AG-40. When comparing our area s population distribution
with that of a typical urban community, this is statistically equivalent to
000 corn taints. We request that your staff not only define but
approximately 2 P i
approx Y a
quantify what constitutes significant public concern. ;o
Also under the General Considerations section of the Initial Study, Mr.
k Fisher finds that the project will not require approval or permits by agencies
other than the county.
Yet in the Discussion section Mr. Fisher writes, "The
.
