This report
addresses deficiencies in the Detection Monitoring Program (DMP) in the vicinity of the Class
II Surface Impoundments.
The report is adequate and provides the minimum information required by the Monitoring Well
Installation Guidelines attached to the Regional Water Boards 13267 order. However, staff
regards the report as incomplete because it does not have a discussion on the newly installed
wells borehole geophysics. The report contains geophysical logs of each borehole in
Appendix C, but no interpretation or evaluation of the results from the certified geophysicist.
Staff requests the Discharger submit a letter addendum to the.Report containing the required
information by,12 January..2007, before the.Report will be considered complete.
In a letter dated 17 November 2006, staff had recommended Interim Water Quality Protection
Standards (WQPS) for the deep groundwater zone using the data set from the Regional Well.
The WQPS utilized the mean plus one standard deviation for the constituents of concern.
Standard protocol is two standard deviations. The WQPS presented below incorporate the
mean plus two standard deviations. Please refer to these standards in future groundwater
monitoring reports_
California Environmental Protection Agency
pa Recycled Paper
