The report was prepared in accordance with Monitoring and Reporting <br /> Program (MRP) No. R5-2005-0024. <br /> Staff has reviewed the report and has provided comments with the attached checklist. The <br /> Discharger has failed to establish shallow or deep background groundwater concentrations as <br /> required by Title 27 California Code of Regulations, Division 2 (Title 27), Section-20400(a) and <br /> (b). Additional shallow and deep groundwater monitoring wells were installed in October 2006. <br /> Results are pending. <br /> Upon review of the groundwater analytical data, background groundwater concentrations <br /> cannot be established on the Musco property due to elevated concentrations of constituents of <br /> concern in all shallow onsite wells. However, pursuant to Title 27, Section 20390(a), which <br /> states: For each unit, the RWQCB shall establish a water quality protection standard in the <br /> WDRs. This Water Standard shall consist of the list of constituents of concern (under Section <br /> - <br /> 20395),—the concentration-limits (under Section 20400), and the Point of Compliance and all <br /> Monitoring Points (under Section 20405). This Water Standard shall apply during the active <br /> life of the Unit, the closure period, the post closure maintenance period, and during any <br /> compliance period (under Section 20410). w <br /> Based upon Section 20390(a), staff is planning to recommend establishing interim Water <br /> Quality Protection Standard (WQPS) for the deep groundwater zone utilizing the data set from <br /> the Regional Well as background groundwater concentrations.
