IR-00287 <br /> This incident was originally called in on 9/5/96 at 15:05 by Mary Dubois,as a drum of parts cleaning <br /> solvent next to the road in front of 5059 E.Ardelle St.,Stockton. Robert Lopez,OES#8,referred the <br /> call to Stockton Fire Dispatch at 15:15.The drum was never picked up for disposal and was reported <br /> again to Mike Esau of the Sheriff's Office on 10/30/96. <br /> i. <br /> Mary Dubois lives at 5105 E.Ardelle Street,which is next door to 5059 E.Ardelle Street and her <br /> telephone number is(209)465-9823. Mary's son,Don Dubois,lives across the street from the <br /> abandoned drum.Don's address is 5058 E.Ardelle. They all reported to Phillip Cook,OES #9, on <br /> L 10/30/96 at 13:30,that the former resident,Phillip L.Keener(now deceased), had the drum on his <br /> property and moved the drum next to the road.They also reported that Phillip L.Keener's wife,Anna <br /> M.Keener,is currently in the County Drug Rehab Center on Mathews Road. <br /> On the morning of 10/31/96,Phillip Cook,OES#9,checked with the County Assessor's Office to <br /> identify who the property owner is for 5059 E.Ardelle Street,Stockton, CA 95215. <br /> ` Property Owner: Phillip L. &Anna M.Keener <br /> Address: 5059 East Ardelle Street, Stockton,CA 95215 <br /> Assessor Parcel Number: 159-120-16 <br /> r County Environmental Health was contacted at 13:28 on 10/31/96 to issue an abatement order to the <br /> property owner and responsible party,Anna M.Keener,to remove and dispose of the drum. <br /> On the afternoon of 10/31/96,at the direction of Coordinator,the drum was picked up,to be <br /> 6. transported to the Cal Trans hazardous waste storage facility on`B"Street.Prior to the drum <br /> removal,Deputy Sheriff Perez-Forgach came out to the scene to make out a Crime Report,since this <br /> was an illegal dumping of hazardous materials and a responsible party had been identified.The Crime <br /> Report Number is 96-24648. <br /> OBS personnel on scene for the pickup and transportation of the material: Dennis Fields,Phillip <br /> Cook,and Robert Lopez. <br /> 6- <br /> Please attached map. <br /> L <br /> Page 3 <br /> v <br />
