DEVELOPMENT/DESIGN CONSTRAINTS <br /> Traffic/Circulation <br /> Staff reviewed the applicant's Site Plan and indicated to him at the Development Committee meeting for <br /> this application on May 25, 1994, that the number and placement of the 25 proposed boats would not <br /> leave enough room for a 24-foot-wide aisle through the boat storage area. In addition, the applicant was <br /> advised that the number of boats proposed did not represent a less intensive use than the previously <br /> approved nonconforming use. The applicant was given an opportunity to provide a revised Site Plan for <br /> staff to review, showing the minimum aisle width and the number of boats that could be stored on the site <br /> and still maintain the aisle; however, it was not received before the staff report was finalized. <br /> Facilities/Services <br /> The applicant has proposed that he be permitted to continue using the existing on-site services. The <br /> existing well in the southeast corner of the building,which was installed without approval of and inspection <br /> by Public Health Services, does not appear to meet current Public Health standards and would have to <br /> be replaced. <br /> In order to accommodate both the existing restroom in the shop building and the caretaker mobile home <br /> (the latter was also installed without the required approvals and pe(mits), the septic system would have <br /> to be expanded and an area designated on the Improvement Plan for a replacement area. Because the <br /> septic system may not be driven or parked on or used for a storage area, the portion of the site that is <br /> dedicated to this use cannot be used for the storage of boats. At the Development Committee meeting <br /> for this application on May 25, 1994, the applicant, at staff's recommendation, agreed to contact the <br /> Environmental Health Division of Public Health Services for information regarding the design of and <br /> limitations upon the use of the septic system for the proposed project. The applicants indicated that this <br /> information would be included on a revised Site Plan that would be submitted to the Development <br /> Services Division by Thursdav, June 2, 1994_ Staff from the Environmental Health Division were not <br /> contacted, and the revised Site Plan was not submitted until Monday, June 6, 1994, too late for staff to <br /> review before finalizing a recommendation in the staff report to the Planning Commission. Staff, therefore, <br /> cannot verity that the site is large enough to accommodate the proposed 25 boats that would be stored <br /> on the site and the required improvements to the site's septic system. <br /> Storm water runoff generated by the original use was permitted to percolate naturally on the site. In order <br /> to comply with requirements of the Development Title, any additional storm water runoff generated as a <br /> result of approving the project would have to be collected in an on-site retention pond. <br /> NEIGHBORHOOD COMPATIBILITY <br /> Trro letters of opposition were received in response to the application referral for this project. Opposition <br /> to the project is based on the incompatibility of the proposed use with existing land uses in the area. The <br /> ocoosition states that a fence should be required and the height of storage limited on the west side of <br /> the property to screen the proposed use from a residence on that properly. that boats should not be <br /> permitted in front of the shop building, and that boat parts and other debris frorn the existing use should <br /> be removed from adiacent properties. <br /> San Joacuin Coun;v SA-94-22!Coulter <br /> Ccmr unity Development P <br /> . age 6 <br />
