Analysis <br /> Background <br /> On June 27, 1997,the Planning Commission conditionally approved Use Permit No. UP-96-7 for a truck stop <br /> complex with a gas station,mini-mart(3050 square feet),and tire shop(4400 square feet). <br /> The proposed one-year Time Extension would extend the expiration date for UP-96-7 from December 29, <br /> 1998, to December 29, 1999. The Time Extension is being requested because the project was delayed due <br /> to a legal battle involving the project property. <br /> The existing uses on this property include a store,gasoline and fuel sales,and a tire shop. These uses have <br /> been previously,approved by a series of permits over a number of years. There has, however, been a <br /> problem over the past couple of years with trucks parking at the site,without benefit of a permit,and dragging <br /> mud out onto Walnut Grove Road during the winter. In December 1998, the fuel tanks were emptied and <br />' scheduled for removal. The property has a General Plan designation and a zone classification of Freeway <br /> Service Commercial. A truck stop is a permitted use in the Freeway Service Commercial zone subject to an <br /> approved Use Permit. <br /> Services <br /> The site is currently and will continue to be served by County Service Area 12 for water. <br /> Storm drainage is proposed to be retained on the site. <br /> The project will'.continue to be served by a septic tank and leach field system, with improvements to the <br /> system as required by Environmental Health.-The continued use of the existing septic tank system is based <br /> on the understanding that the trafficwill remain at 420 trips per day.. <br /> r , <br /> San Joaquin County UP-96-71Barnyard Corp. <br /> Community Development Page 5 <br />
