May 13 , 1989
UCTIVED
Mr. Richard Larrouy? Associate Planner
San Joaquin County Planning Division VA.Y 1 r, Io,P9
1810 East Hazelton Avenue
Stockton, Ca. 95205 SAN . CAQUIN COUNT Y
Dear Mr. Larrouy:
r_.ANN1:NG DIVISIOi
We own property directly behind the proposed boarding
stable (Application No. UP. 89-23 ) that would be located on
a 15-acre parcel on the north side of Waterloo Road, 400 ft.
east of Overhiser Road, northeast of Stockton.
We purchased our 3 acres in 1979 and have our home on it
and a small walnut orchard. Since we moved in, two more homes
have been built to the front of our property which set back
off of Wilmarth Road. These attractive new homes have added to
the neighborhood value. We pay over $2, 000 in property taxes a
year and I 'm sure these homeowners pay a like amount.
We are distressed to think a boarding stable with 40 some
horses will be in our "back yard" . There will be an odor and
a lot df flies from this area. One day last week we walked
along the back of our property and there was a "swarm" of flies
around the horse manure that was near our fence line. At present
they have a few horses, but with 40 or more, it certainly will
be a nuisance. They state in their permit that a horse trail
will be in the back 12 acres, which is where our property is
located. They also state that every 3 days they will spread
the manure thinly over the back 12 acres to dry. This is NOT
acceptable to us !
We sincerely hope the Planning Division studies this pro-
posal thoroughly and gives consideration to the existing neigh-
borhood. This proposal will affect us for years to come. Please
take into consideration Waverly School that runs along the property
line, also. They must have their doors open during the warm weather
and would have to put up with the flies and odors in the classroom
and food areas. There, also, is the San Joaquin County High School
next to Waverly and next to us and the proposed stables.
Please deny this permit request!
Paul Castillou
Rosemary CMtillou
3801 Wilmarth Road
Stockton, Ca. 95205
