Approve the Negative Declaration and instruct the Clerk to <br /> file a Notice of Determination; and <br /> 2 . Approve Use Permit Application No. UP-89-23 based on the <br /> Findings in the staff report and subject to the attached <br /> Conditions of Approval . <br /> FINDINGS <br /> 1 . The establishment , maintenance , and operation of the use does <br /> not conflict with the General Plan because the proposed <br /> stable is consistent with the Agriculture designation for the <br /> site. The stable, as proposed, is an appropriate conditional <br /> use which is consistent with the intent of the agricultural <br /> designation. <br /> 2 . Adequate utilities, access road, sanitation, drainage, and <br /> `, other necessary facilities have been provided, and the improve- <br /> ments are properly related to the existing and proposed streets <br /> and highways because all facilities are either in place o-- <br /> will <br /> -will be installed according to the attached Conditions of <br /> Approval . <br /> 3. The property involved is of adequate size and shape to accom- <br /> modate the proposed use and all yards, building coverage, <br /> setbacks, parking areas, and oth. r requirements of this <br /> Title. <br /> 4 . Issuance of the permit will not be significantly detrimental <br /> to the public health, safety, or welfare or be injurious to <br /> the property or improvements of adjacent properties because <br /> existing and proposed uses will be adequately separated from <br /> adjacent residential and school uses, and Conditions of <br /> Approval have been developed to minimize potential impacts on <br /> adjacent properties. <br /> PROJECT DESCRIPTION <br /> The applicant has submitted this Use Permit application to <br /> establish a public boarding stable for no more than 42 privately <br /> owned horses. The applicant will feed and water the animals and <br /> maintain the existing 12 stall barns and the proposed 30 stall <br /> barns.
