PROJECT DESCRIPTION:
The project is a Quarry Excavation Application consisting of a
218 . 15 acre, 30-year, three-phase excavation. The applicant
estimates that the excavation will yield an estimated 15, 463 , 000
cubic yards of material. The anticipated annual yield of finished
product is 330, 000 cubic yards. Excavated material will be
processed on site at the existing processing plant and stockpiled
on site until transported off site by truck.
CURRENT SITE CONDITIONS:
The site is comprised of rolling foothills. Vegetation consists
of grasses and a few scattered trees along the eastern boundary of
the site. The property has been used for cattle grazing and for
surface mining, as evidenced by several old railing piles.
Structures on site consist of a mobile office ant the sand/gravel
processing plant. There are five types of soil on site, all
considered to be non-prime. These include the following: 1) KRB,
Keys-Redding Complex, type VI non-irrigated; 2) RDB, Redding
Gravelly Loam, type IV irrigated; 3) LTC, Lithic Xeororthents -
Toomes Complex, type VII non-irrigated; 4) PZE, Pentz Sandy Loam,
type VI non-irrigated; and 5) ZKC, Pentz-Bellota Complex, type VI
non-irrigated.
The project site includes two parcels totalling 481 acres. The
proposed excavation area is approximately 218 . 15 acres. There is
an existing Quarry Excavation Permit No. EP-81-9 for approximately
67 . 1 acres, which is included in this current application to
excavate 218 . 15 acres. There are five existing ponds on site used
for settling purposes and to retain used process water. Three of
these ponds are currently under permit, the other two are not.
The applicants are also engaged in excavating a 12-acre area south
of the existing permitted quarry boundaries. The additional area
was permitted administratively as a 10% or less expansion in the
project size. However since the size the permitted area is, only
67 . 1 acres, only an additional 6. 7 acres could be administratively
approved.
SURROUNDING LAND USES:
The surrounding land is used for cattle grazing. There are also
scattered residences on adjacent properties.
