i
California Regional Water Quality Control Board a I Central Valley Region
Robert Schneider,Chair Gray Davis
:on H.Hickoz - Governor
<taryfor Sacramento Main Office
onmewal Internet Address: http://www.swrcb.c&gov/mgcb5 -
', ieciion 3443 Routier Road,Suite A,Sacramento,California 95827.3003
Phone(916)255.3000•FAX(916)255.3015
TO: Wendy L. CohenE. FROM: Amy Terrell
Chief, Private Sites Cleanup Unit Private Sites Cleanup Unit
—DATE: 5 March 2003 SIGNATURE:
SUBJECT: SITE STATUS, WESTERN FARM SER VICE, VERNALIS,SAN JOA Q UIN CO UNTY
The site at 35100 South Highway 33 has been operating as a retail agricultural chemical distribution
—business since 1969, and is currently owned and operated by Western Farm Service (WFS). WFS was a
wholly owned subsidiary of Shell Oil Services until 1989, when it was purchased by an individual who
subsequently sold WFS to Agrium in 1993. Since December 1996, WFS has monitored groundwater
' quarterly from three on-site monitoring wells, and since 1998 from two additional monitoring wells.
WFS has requested that we revise the monitoring and reporting program to reduce the sampling schedule
_ to semi-annually. I concur and a draft monitoring and reporting program is attached. In June 2002,
WFS initiated an in situ pilot study to evaluate the effectiveness of Hydrogen Releasing Compound
(HRC®)to degrade nitrate, pesticides and volatile organic compounds in groundwater. Groundwater is
found at depths ranging from 30 to 35 feet below ground surface (bgs).
This memorandum summarizes the status of soil and groundwater investigations at this facility, based on
information contained in the following reports and discussions with WFS' environmental manager, Ms.
— Nancy Bishop:
_ • 22 February 1991 Site Investigation by Woodward Clyde Consultants (1990 Investigation)
• 6 February 1996 Notification of Site Assessment Results by GeoSyntec Consultants as reproduced in
_ August 1998 Remedial Alternatives Assessment by GeoSyntec Consultants (1995 Investigation)
. August 1998 Remedial Alternatives Assessment by GeoSyntec Consultants (1998 Assessment)
— The 1990 Investigation is a site-wide soil assessment commissioned by WFS to assess site conditions
after Shell Oil Company sold WFS. The 1995 Investigation was conducted at the former fertilizer tank
farm and only evaluated nitrogen compounds in soil. From review of these two reports, I conclude that
the depth of contaminants is not determined at the rinse pad, and some constituents found in
groundwater downgradient of the rinse pad have not been tested for in soil. Nitrate and ammonium are
significant site contaminants that extend to the water table in some locations. The remainder of the site is
' sufficiently characterized to proceed with development of a cleanup plan.
California Environmental Protection Agency
Qd Recycled Paper
The energy challenge facing California is real. Every Californian needs to take immediate action to reduce energy consumption.
For a list of simple ways you can reduce demand and cut your energy costs, see our Wcb-site at hnpJ/www.swrcb.ca.gov/rwgcb5
