The applicant shall apply for Authority to Construct <br /> and Permit to Operate for the equipment necessary in the <br /> operation of the bag house. Pollution emitting devices <br /> and equipment required in the controlling of these <br /> emissions will require Authority to Construct and Permit <br /> to Operate. The applicant shall comply with the rules and <br /> regulations of the Air Pollution Control district prior to <br /> Operation. <br /> 5. Pursuant to the District' s rules and regulations, <br /> part 3 , Section A, No. 1 ; an applicant shall apply Best <br /> Available Control Technology to a new emissions unit or <br /> modification of an existing emissions unit except for <br /> cargo carriers , for each emission change of an affected <br /> pollutant emitted in excess of the following quantities : <br /> LBS .
