PC: 2-21-91 <br /> ZR-89-24 <br /> RECOMMENDATION <br /> It is recommended that the Planning Commission recommend that the <br /> Board of Supervisors: <br /> 1 . Approve the Negative Declaration; and <br /> 2 . Approve Conditional Zone Reclassification Application No. ZR- <br /> 89-24 based upon the recommended "Bases For Zone <br /> Reclassification" and the "Conditions of Approval" listed in <br /> the staff report. <br /> BASES FOR ZONE RECLASSIFICATION <br /> 1 . The proposed zone district is consistent with the General <br /> Plan. <br /> • An affirmative determination can be made for this basis <br /> because the M-2 zone is an adopted implementation zone <br /> for the site ' s General Plan designation of General <br /> Industrial. <br /> 2 . The site of the proposed zone district is suitable for any of <br /> the land uses permitted within the proposed zone district. <br /> • An affirmative determination can be made for this basis <br /> because conditions of the Reclassification will require <br /> discretionary review and analysis of potential impacts of <br /> any proposed development. <br /> 3 . The proposed zone district is reasonable and beneficial at <br /> this time. <br /> • An affirmative determination can be made for this basis <br /> because rezoning the property would allow development <br /> that is consistent with the General Plan designation, and <br /> the conditions of the Reclassification will ensure that <br /> any proposed development is appropriate for the area. <br /> 4 . The proposed zone district will not have a substantial, <br /> adverse effect on surrounding properties. <br /> • An affirmative determination can be made for this basis <br /> because the Reclassification will be conditioned to <br /> ensure that adverse impacts will not result from <br /> development under the M-2 zone. <br /> -3- <br />
