Analysis <br /> Background <br /> In June 1999, the applicant submitted Use Permit Application No. UP-99-0014 for a regional church <br /> facility that consisted of a fellowship hall of 975 seats, a K-12 private school, a women's shelter, staff <br /> housing, a maintenance building, and athletic fields. In October 1999, the Planning Commission denied <br /> the Use Permit Application on the inability to make finding No. 5 in the affirmative. Finding No. 5 states. <br /> "The use is compatible with adjoining land uses." On appeal, in December 1999, the San Joaquin County <br /> Board of Supervisors omitted the proposed religious day school and women's shelter and approved Use <br /> Permit Application No. UP-99-0014 for a regional religious assembly facility to be built in three phases <br /> over eight years. <br /> On May 22, 2007, the Board of Supervisors approved a Revisions of Approved Actions for UP-99-0014 to <br /> change the phasing from eight years to sixteen years. <br /> Opposition <br /> One letter was received in opposition to this project. The letter stated ''the Board of Supervisors denied the <br /> school aspect of The Home Church when The Home Church was originally approved The Board had <br /> several concerns, but the fact that the school would be in an agricultural zone was a major issue Nothing <br /> has changed to warrant approval " <br /> Flementary, junior high, senior high, and boarding schools and community colleges may be permitted in the <br /> AG-40 zone with an approved Site Approval application An operational analysis was performed in regards <br /> to traffic that found no significant traffic impacts associated with this project. Four letters of support for the <br /> Revisions of Approved Actions application for the regional church stated that the addition of an elementary <br /> school would be an asset.
