San �'oaquin Valley <br /> fi Air Pollution Control District RECEIVED <br /> JUL 13 <br /> 1999 <br /> July 9, 1999 Community Gevempmefli uep;. <br /> Jeff Fisher <br /> San Joaquin County <br /> Community Development Department <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: USE PERMIT FOR A REGIONAL CHURCH FACILITY TO INCLUDE A <br /> FELLOWSHIP HALL, STAFF HOUSING, K-12 PRIVATE SCHOOL, AND <br /> ATHLETIC FACILITIES (UP-99-14) <br /> Dear Mr. Fisher: <br /> The San Joaquin Valley Air Pollution Control District (District) has reviewed the <br /> proposed project and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA <br /> and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate <br /> matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, it appears that this project will generate an increase <br /> in localized traffic and therefore, an increase in vehicle emissions. Given the magnitude <br /> of this project, the vehicle emissions may exceed the District's thresholds of significance <br /> for the ozone precursors ROG, reactive organic gases, and NOx, oxides of nitrogen. <br /> The District's thresholds for ROG and NOx are 55 lbs/day for each pollutant. Additional <br /> ozone precursor emissions will be generated from the use of landscape and space and <br /> water heating equipment. As a result, the District requests that further air quality <br /> analysis be provided so that we may more accurately analyze this project's impacts. As <br /> discussed in the District's Guide for Assessing and Mitigatinq Air Quality Impacts <br /> (GAMAQI), this analysis should include emissions quantification and qualitative analysis <br /> of potential construction impacts. <br /> The construction phase of this project can generate emissions from the movement of <br /> soil, use of heavy equipment, bulk materials handling, asphalt paving and other related <br /> activities. As a result, this project is subject to District Regulation Vlll (Fugitive <br /> Dust Prohibitions).
